Meenakshi temple tank gets new floor



Soil testing by IIT-Madras suggests soil from Keezhamathur Tank to be most suited

Clay soil from Keezhamathur tank near here has been found to be most suitable to be used for flooring in the Meenakshi Sundareswarar Temple tank where a Rs. 50 lakh project is underway to ensure permanent water storage.

A report from Indian Institute of Technology (IIT) – Madras, which had submitted a detailed proposal on executing this project upon the request of the temple authorities, suggested the clay soil from this location.

Temple officials told The Hindu that the clay soil samples were taken from ten locations in Usilampatti, Chekkanoorani, Thirumangalam and Keezhamathur. Besides IIT-Madras, samples were also sent to Thiagarajar College of Engineering, which too offered a concurring opinion.

Work on the Golden Lotus Tank began in November 2011 and at present, the tank’s earlier flooring of one foot of concrete and a half-a-foot of stone, which the IIT team concluded were allowing seepage of water, has been completely removed.

Once the permission was obtained from the district administration, whose consent was necessary as the soil was being taken from a tank belonging to the State Government, the clay would be used to completely level the tank floor and make its bottom uniform, officials added.

After this, upon the suggestion of the IIT-Madras team, a six-millimetre layer of synthetic membrane would be installed to ensure water did not seep through the floor. On top of this membrane, two feet of clay would be laid.
Progress reviewed

Further, to prevent seepage through the sides, a five-foot high wall made of cement concrete bricks would be constructed one metre inside the tank.

Ravindra Gettu, a Professor in Department of Civil Engineering in IIT-Madras, inspected the works at the tank recently and reviewed the progress so far.

Work on construction of the wall has already commenced. Temple officials said that all the works was expected to be completed before August 15.

அலங்காநல்லூர்:மதுரையில் காவிரி கூட்டுக்குடிநீர் திட்டப்பணிகள் துரிதமாக நடக்கிறது. 2013 ஆக.,15 சுதந்திரத்தினத்திற்குள் குடிநீர் தட்டுப்பாட்டை நீக்குவதே அரசு இலக்காக உள்ளது.மதுரைக்கான காவிரி கூட்டுக்குடிநீர் திட்டம் ரூ.784 கோடி மதிப்பில் துவக்கப்பட்டுள்ளது. இத்திட்டம் மத்திய, மாநில அரசு நிதி மற்றும் உள்ளாட்சி அமைப்புகளின் பங்களிப்பு மூலம் நிறைவேற்றப்படவுள்ளது. திருச்சி மாவட்டம் மேட்டுமகாதானபுரம் காவிரி ஆற்றில் இருந்து குழாய்கள் மூலம் குடிநீர் எடுத்து வரப்பட்டு, மேலூர் காவிரி கூட்டு குடிநீர் திட்டத்திற்கான கீழ்தளத் தொட்டியில் சேகரிக்கப்படும். பின், அங்கிருந்து ஊராட்சிகளில் உள்ள சிறிய மேல்நிலை தொட்டிகளில் தண்ணீர் ஏற்றப்பட்டு குடிநீர் விநியோகிக்கப்படவுள்ளது.

பணிகள் துரிதம்: மேலூரில் இருந்து அலங்காநல்லூர் தேசிய கூட்டுறவு சர்க்கரை ஆலை அருகே மேட்டுப்பட்டியில் அமைக்கப்பட்டு வரும் கீழ்தளத்தொட்டியில் தண்ணீர் நிரப்பப்படும். பின், அங்கிருந்து அலங்காநல்லூர், பாலமேடு, முடுவார்பட்டி, எர்ரம்பட்டி உள்ளிட்ட கிராமங்களில் மேல்நிலைத்தொட்டிகளுக்கு தண்ணீர் ஏற்றப்பட்டு குடிநீர் விநியோகிக்க திட்டமிடப்பட்டுள்ளது. இதற்காக, 3 லட்சம் லிட்டர் கொள்ளளவு கொண்ட கீழ்தளத்தொட்டி மேட்டுப்பட்டியில் அமைக்கப்படுகிறது. இத்திட்டத்திற்காக ரூ.7.24 கோடி ஒதுக்கப்பட்டுள்ளது. குழாய் அமைக்கும் பணிகள் அலங்காநல்லூர், பாலமேடு பகுதியில் துரிதமாக நடக்கிறது.2013 ஆக.,15ல் தீர்வு: காவிரி கூட்டுக்குடிநீர் திட்டப்பணிகள் 2013 ஆக.,15 சுதந்திரத்தினத்திற்குள் முடிக்க குடிநீர் வடிகால் வாரியம் இலக்கு நிர்ணயித்துள்ளது. வைகை கூட்டுக்குடிநீர் திட்டம் மூலம் மதுரை மாநகராட்சி எல்லைக்குள் தினமும் குடிநீர் விநியோகம் நடக்கிறது. புறநகரில் காவிரி கூட்டுக்குடிநீர் திட்டம் மூலம் கிராமங்களில் குடிநீர் தேவை பூர்த்தி செய்யப்படவுள்ளது. பாலமேடு சாத்தையாறு அணை நீர் குடிப்பதற்கு ஏற்றதல்ல என்பதால் காவிரி கூட்டுக்குடிநீர் திட்டம் இப்பகுதிக்கு விரிவுபடுத்தப்பட்டுள்ளது. இதனால், வரும் ஆண்டுகளில் குடிநீர் தட்டுப்பாடு இனி இருக்காது.

Air India is all set to operate its ATR flight on the Kochi-Madurai-Kochi sector starting from July 1, 2012.

This new flight will operate on Mondays, Wednesdays and Fridays. The flight will also serve as a connection to foreign destinations like Sharjah and Middle East for travelers from Madurai. At present no other airline operates to cities in Kerala from Madurai.

The flight will leave Kochi at 3:30 pm and arrive Madurai at 4:15 pm, whereas the return flight will leave Madurai at 4:35 pm and reach Kochi at 5:20 pm. N Sriram, Past President of Travel Club, Madurai said, “It is a very big news for us. It will give a huge fillip to the area. The flight to Kochi would be beneficial for passengers from nine districts surrounding Madurai including Virudhunagar, Sivagangai and Ramanathapuram.”

Officials draw up plan to revive Mariamman tank

MADURAI: The sprawling 16-acre Mariamman temple tank, a centuries-old landmark of Madurai, will soon have water throughout the year, if things work out as planned by the district administration. The tank, right now, has water only for part of the year, while the rest of the year the dry bed turns out to be a cricket ground during the day and an open air liquor bar during the evenings.

The district administration is initiating efforts to fill the tank permanently with water, by tapping various sources.

Collector Anshul Mishra along with officials from the revenue, public works and Hindu Religious and Charitable departments inspected the tank on Monday and instructed officials to study the feasibility of getting water for the tank.

Mariamman teppakulam is a favourite destination in the city as it is thronged by hundreds of people in the morning for their daily walking and jogging. In the evenings, there used to be thousands of people from the city who spend their free time. Once in a year, water is filled in the tank for the float festival in the Tamil month of Thai, which sees grand celebrations. The tank dries up in summer, ending up as a playground for local children. For quite some time, there have been representations from the public, political parties and associations to store water in the tank on a permanent basis.

CPM MLA R Annadurai, who has been representing the demand for some years now, said the tank will turn out to be a favourite spot for the people of Madurai if water is stored permanently in it. "Storing the water and starting a boat service to the centre hall in the middle of the tank will make it a good tourism destination," he pointed out. He said he had escalated the demand in the Assembly while the government sent an expert team from Anna University which studied the feasibility of the proposal some time ago. "The expert team had suggested that the project was feasible and can be completed at a cost of Rs 1.93 crore. The HR&CE department had assured that they had sufficient funding for the project and just needed city corporation approval to dig for pipelines to bring water from the Vaigai. Hence, it was important that the district administration hold a joint meeting of these two departments," he said.

PWD executive engineer Dhanbal said the collector had asked them to study the feasibility of bringing water from nearby water sources, for which the planning and design wing would get into action.

Anshul Mishra said they have identified four possible places to bring water for the tank. "The original system was that the water flowed from the Vaigai into the tank but after the riverbed eroded, the water flow stopped. Reviving the riverbed is a possible solution but it appears unfeasible at present, hence we are looking at other places like water catchment areas of Panaiyur, Melakkal, Anna Nagar and Sottathatti. The PWD officials have been asked to prepare a report in this regard," he said.

"We will try to complete the feasibility study in a year's time and submit the proposal to the government for funding purposes," he said.

Info centre at Collectorate receives good response



Each caller gets one unique identity number which could be referred during future calls made by the particular person until his grievance was redressed.


The complaint-cum-information centre functioning at the Collectorate here is getting good response from the public, particularly, senior citizens and differently abled persons, according to officials.

Last week, the centre, with two exclusive telephone numbers 0452-2526888 and 0452-2521444, was launched by Collector Anshul Mishra. The centre would remain open on all working days. The aim of the centre is to offer information on government schemes to the needy people. It would also receive complaints or grievances from the general public on any issue pertaining to the district administration.

From seeking the status of issuance of patta applied for with the officials concerned, the callers could also lodge complaints on, say for instance, non-stopping of TNSTC buses in a designated stop. For a farmer, he can enquire about the arrival/availability of fertilisers and so on.

Each caller gets one unique identity number which could be referred during future calls made by the particular person until his grievance was redressed.

The idea was to directly take the complaints/feedback from the public and also lessen the inconvenience that may arise for senior citizens and others who would have to visit the offices to get their works done, Mr. Mishra told The Hindu.

Date-wise calls

The centre, which was launched last week, received 175 calls during the last six days. From June 20 to 26, the complaint-cum-info centre staff received as follows: June 20: 12, June 21: 20, June 22: 37, June 23: 37, June 25: 58 and 11 calls were received on June 26 (till noon).

The Collector said that he personally reviewed the total calls, type of calls, the nature of complaint or information sought by the individual callers. “The district administration hopes to deliver in a more efficient manner which ultimately makes the public not to visit the government office again and again for the same purpose,” he summed up.

The officials supervising the complaints-cum-info-centre said that by using the facility, the public (economically poorer sections) residing in far away places in the district could save a plenty of money.

A visit to the Collector’s office on any grievance meeting day to submit petitions would cost a person anywhere between Rs.50 and Rs.100 and the daily wage he/she may earn on the particular day is lost. Instead, by making a telephone call to the centre, the information/grievance was registered and the public could be rest assured it would have focussed attention, they added.

Direction to provide affiliation to College on or before Jul7

Madurai,Jun29(PTI) The Madurai Bench of the Madras High court today directed the Anna University of Technology, Madurai, to provide affiliation to an Engineering College run by a Trust of Union Minister M K Alagiri's family, according to law as per an earlier court order, before July 7. A Division Bench of Justices R.Banumathi and B.Rajendran directed the AUT to get the report from the Inspection Committee on or before July 3,and pass an order on or before July 7. Counselling is scheduled to commence from the second week of July and the Daya College of Engineering should be in a position to participate in the counselling process. The college, run by the M.K. Alagiri Educational Trust, submitted that during the "original inspection" on July 25 last,three deficiencies were pointed out and they had been rectified. Hence in the earlier round of litigations, the Court had directed the AUT to reconsider the matter(giving affiliation to the college) afresh in tune with the orders passed earlier. The same should be considered now,the judges said. The Judges, who partially allowed the appeal filed by the college, said the whole thing of providing affiliation depended on the inspection report. The AUT subsequently had filed a petition and got a court order on May 9 this year to inspect on or before May30 and the college was also directed to cooperate. The Additional Advocate General had stated that they were waiting for the report of the committee and they would pass orders in accordance with law as per earlier directions. In view of the subsequent development, the question of granting temporary affiliation,as prayed by the college,at this point of time does not arise, the court said. The college has also obtained necessary renewal for the academic year 2012-2013 from the AICTE."Therefore, pursuant to the earlier directions,the University will pass orders on the affiliation of the college in accordance with law on or before July 7 without fail," the judges said.PTI SSN BN

தமிழகத்தில், புதிதாக 11 அரசு கலை, அறிவியல் கல்லூரிகள், 88 கோடி ரூபாய் செலவில் கட்டப்பட உள்ளன. இதற்காக, இடம் தேர்வு செய்யும் பணி நடந்து வருகிறது. தற்காலிக கட்டடத்தில், முதல்வர் ஜெயலலிதா விரைவில் கல்லூரிகளை துவக்கி வைக்க உள்ளார்.

ஐந்து வருட உதவி : அவர் மேலும் கூறும்போது, ""கட்டடம் கட்டிக்கொடுத்து, முதல் ஐந்து ஆண்டுகள் வரை, கல்லூரிகளை நடத்துவதற்கு தேவையான நிதி உதவியை தமிழக அரசு செய்யும். அதன்பின், சம்பந்தபட்ட பல்கலைக்கழங்கள், அவர்களது நிதியைக்கொண்டு கல்லூரிகளை நடத்துவர்,'' என்றார். இந்த கல்லூரிகளில், தலா ஐந்து பாடப் பிரிவுகளுக்கு, தலா 60 மாணவர் வீதம், 300 மாணவரை சேர்க்க அனுமதி வழங்கப்பட்டது. இதில், அரக்கோணம், அருப்புக்கோட்டை, மொடக்குறிச்சி உள்ளிட்ட இடங்களில் ஆரம்பிக்கப்படும் கல்லூரியில் சேர, 400 முதல், 500 பேர் வரை விண்ணப்பித்து உள்ளனர். புதிய கல்லூரிகளில், கல்லூரி முதல்வர், கவுரவ விரிவுரையாளர்கள் மற்றும் ஆசிரியர் அல்லாத பணியாளர்கள் என, தலா 12 பேர் நியமிக்கப்பட உள்ளனர். விரைவில், இந்த கல்லூரிகளை, "வீடியோ கான்பரன்சிங்' மூலம், முதல்வர் ஜெயலலிதா துவக்கி வைக்க உள்ளார்.

page of the Madurai district administration.
The Facebook initiative by the district
administration has drawn an overwhelming
response. Three days after the page was
launched by collector Anshul Mishra, a
number of people - ranging from college
students, businessmen, academicians have
visited the page and flooded it with
congratulatory messages, not to mention the
complaints. The complaints range from the
charge that the ration shop staff are denying
goods, to a resident demanding removal of
garbage in his locality. Suggestions to
improve the city have also started flowing
in.
Mishra says that the complaints received
through FB would be constantly tracked by a
collectorate staff entrusted with the job. "The
complaints would be followed by and the
public would be given a reply whenever
required. The objective behind the initiative
is purely for facilitating interaction between
the administration and public to bringing
transparency into the system," he says.
The FB users have already started receiving
online response from the collector.
To Biaz Ahmmed's another post urging for
efforts to shelter wandering mentally ill in
the city, the collector has replied him to
contact phone numbers 0452 2521444 and
0452 2526888 immediately and inform them
if he comes across such persons.
And there are enough signs that it is already
a hit. There are complaints, requests and
suggestions pertaining to removal of
garbage, enforcement of traffic regulations,
overcrowding of private school vans,
speeding buses, implementation of helmet
rule, a manhole left open and lose of green
cover in the city for laying of roads. Many
have also posted their messages in Tamil. A
complaint on traffic menace at the bridge on
Jail Road also has an accompanying
photograph.
"I have known many of my relatives who
had visited the collectorate for one reason or
the other to meet the officials. But more
often than not they received a bitter
experience. Now, the social networking
initiative by the district administration has
not only enabled us to air our grievances but
also ensured that our complaints are there
for all to see, including officials of other
departments concerned," says B Nagaraj, a
middle-level professional in a private
company.
Though a FB user also posted a message
asking users whether "Spain will win Euro
cup?" the page was devoid of more such
posts as the collector has already urged not
to post unimportant issues, personal wishes
and abusive language.

Recruiting firm Ma Foi plans to roll out B-schools in 2013

Recruiting firm Ma Foi Strategic Consultants is planning to establish business schools in Tamil Nadu. The Ma Foi Institute of Management and Entrepreneurship (MIME) will commence operations from June 2013 and offer both one-year and two-year programmes in management, with a focus on entrepreneurship.

The one-year executive education (focused on entrepreneurship) for people with five years of minimum work experience would be offered at the Chennai institute and a two-year post-graduate programme in management course for freshers would be offered in Madurai.

K Pandiarajan, managing director, Ma Foi Strategic Consultants, said, “Since south of Tamil Nadu doesn’t have good MBA colleges, we thought of having our institute at Madurai. The programme in Madurai will concentrate on entrepreneurship. From the beginning itself, the students will be exposed to investors for their businesses. This is one of the first programmes in India that would commit to funding at the end of the course.”

Pandiarajan added that in the first year, students would be exposed to business plan. In the second year, students would concentrate on shaping the business plan. “We will enable them to build a sound business plan, and find appropriate partners and angels. Consulting and research will be at the heart of the management education. At the end of the course, they will have a business plan that is mature and well-funded,” he further said. He also added that the organisation was also looking at setting up a corpus of funds for students aspiring to be entrepreneurs.

In addition, management development programmes would be held at both the campuses. The first set of these programmes would begin from the Chennai campus in August 2012. Developed for CEO and CXO levels, the programmes, with average duration of four days, would be based on real live business case studies and customised according to organisational needs.

Looking for a pan-India presence in the future, the company has identified 15 locations across India to set up management schools and expand its horizon. With an investment of Rs 25 crore spread over three years, Ma Foi is looking to strengthen its position in the education, research and consulting space. “We want to prove our management education concept in the south, before expanding it to other places. We are still to decide whether it will be a franchisee model or not. We would also be strengthening our global footprints through the collective intelligence gathered in the last 20 years,” he said.

E-learning is also being looked at as an important area where the company is fully functional. They are looking to acquire an e-learning player. “Apart from this, Ma Foi is also looking at a key acquisition in the government consulting sector,” he said.

Apart from education and e-learning, Ma Foi, which recently exited human resources consulting firm Randstad, has decided to look at — strategic consulting, research and analytics and supply chain consulting.

Analytics is an area where their work will begin from Bangalore, beginning July. Pandiarajan informed that they already have an assignment in this field from the US in the area of supply chain logistics. Market research is regularly conducted as per client needs.

In terms of strategic consulting, their focus will be on start-ups and mid-size organisations. They are already working in the areas of health and risk management. Key questions, including the business model would be addressed through their consulting services. A 360 degree audit is conducted by them.

Corporate Social Responsibility (CSR) is an area where Ma Foi has been offering consulting services. “Through the help of the Confederation of Indian Organisations for Service and Advocacy (CIOSA), we connect non-governmental organisations, corporates and individuals to make a difference by learning from one another, sharing resources and acting together,” he added.

The company is working with several corporates on a host of business functions. It is assisting in open source enterprise resource planning implementation (integrating internal and external management information across a company) for a leading oil and gas player from Oman by helping them source the software.

A cosmetic chain from Harley Street, London (famous for its cosmetic surgeons), which is establishing its presence in India will also be assisted by Ma Foi in its business plan evolution and identifying locations in India.

The supply chain consulting will be dealt with a subsidiary called Ma Foi Connecting Dots. “Under the supply chain consulting, we intend to set up management clinics in industrial areas to help in migration from a tier-III city to tier-II city and a tier-II city to a tier-I city. For tier-I cities, we will help grow in depth and stature. Areas such Alwar, Coimbatore and Gurgaon have been identified for this,” he said.

Pandiarajan clarified that they will not conflict with the array of activities conducted by Randstad India. “We want Randstad to flourish and do not intend to compete with them. We will work complementary to each other and have also referred certain search assignments to them,” explained Pandiarajan, who still remains the non-executive chairman of Randstad India.

Six GRH doctors felicitated

Six senior doctors of the Government Rajaji Hospital (GRH) and Madurai Medical College here, who received Best Doctor Award and Best Teacher Award from the Tamil Nadu Dr. M. G. R. Medical University, were felicitated on Thursday.

Led by Dean N. Mohan, the top brass of the hospital congratulated the award recipients and hailed the distinguished contributions made by them in their respective fields. The awards were presented to them by the Tamil Nadu Dr. M. G. R. Medical University on July 1 on the occasion of Doctor’s Day and University Day celebrations.

Two doctors from the Orthopaedics Department — T. Chandraprakasam, specialist in hand surgery and A. Rajamani, specialist in spine surgery — received Best Doctor Award.

The Best Teacher Award recipients were: L. Thayumanavan of Department of Gastroenterology; S. Jeyakumar, Head, Department of Vascular Surgery; and Chitra Ayyappan of Institute of Paediatrics and Jhansi Charles of Department of Microbiology.

The Dean said that it was a proud moment for the GRH as six of its senior doctors were recognised at a time by the university. “We feel happy that our institution’s excellence in teaching, treatment and medical education are recognised. These doctors have put in more than two decades of service,” Dr. Mohan said.

Expressing thanks on behalf of the doctors, Dr. Rajamani and Dr. Thayumanavan said that the award provided stimulus to do more service and was a motivation to teachers of medical colleges.

“We feel honoured to get this award close to my retirement and we thank the Dean and university for recognising our service,” Dr. Thayumanavan said.

Hospital authorities said that Dr. Chandraprakasam was instrumental in establishing hand surgery unit in GRH’s orthopaedics department. Similarly, Dr. Rajamani established spine surgery unit. Dr. Thayumanavan has been serving in the GRH since 1986 and became Head of Department of Medical Gastroenterology in 2001. He introduced a procedure called ‘Endoscopic Retrograde Cholangio Pancreatography (ERCP) to clear jaundice by endoscopy and till now more than 200 ERCPs have been performed in the department.

A. Pragadeeswaran and K. Thirumaivozhi Perumal, Resident Medical Officers, V. Ramanujam, Deputy Superintendent, and S. Gandhimathinathan, Resident Medical Officer in-charge, GRH Trauma Care Centre, were present.

கடந்த ஆட்சியில், மத்திய அரசின் ஜவகர்லால் நேரு தேசிய நகர்புற புனரமைப்புத்திட்டத்தில், பாதாளச்சாக்கடை, திடக்கழிவு மேலாண்மை, மழைநீர் வடிகால் திட்டங்கள் செயல்படுத்தப்பட்டது. மத்திய அரசு 50 சதவீதம், மாநில அரசு 20 சதவீதம், மாநகராட்சி 30 சதவீதம் பங்களிப்பு தொகை செலுத்த வேண்டும்.
மத்திய, மாநில அரசுகள் நிதி ஒதுக்கி நிலையில், வருவாய் பற்றாக்குறையை காரணம் காட்டி, மாநகராட்சி பங்களிப்பு தரவில்லை. இதனால், அனைத்து திட்டங்களும் பாதியில் நிற்கிறது. குறிப்பாக, பாதாளச் சாக்கடை திட்டம் தாமதம் ஆவதால், குடிநீரில் சாக்கடை
கலப்பது, ரோட்டில் கழிவுநீர் பாய்வது போன்ற கசப்பான காட்சிகள் அரங்கேறுகிறது.
