I mean along the avenue to aviod problems and callapses like this.
they got away with 10 stories, but 13 would look ridiculouse and out of place.

and it would be extra extra lame if more old brick buildings callapsed for some 13 story building.

It's not the height of the building that's the problem. It's that the builders/contractors are using shitty/shoddy foundation techniques. i.e. the Central Library etc. etc.

But still, the only reason this got away with not looking odd is becuase it has steps, if it was one solid structure that was 10 stories, it would be a laughing stock.

I walk by the site everyday on my way into work. They have dug a hole so deep you could barely see the backhole inside of it.

I was walking past the site the other day. The parrot outside of Stout Shoes kept saying "Bye Bye, Bye Bye" and across the street you have all these big construction guys repeating, "Bye Bye, Bye Bye'. It was quite comical.
