How can they only fit 115floors into a 2165ft tower? I know there is a big spire and all but even the 1588ft ICC has more.

this building is mostly office space which has always higher floors/ceilings. ICC is mixed used, a big space is for a hotel on the top floors.

I think it also has something to do with the concrete pipes that are visible at the platform (guess only).

Hard to say at the moment ........ for sure, at the same stage in Shanghai, they were already excavating the underground floors. Don't know if the closure of the circular hole is a necessary step before starting the excavation, but, if it is, this would mean the excavation hasn't started yet.
Likely, they're waiting to level off the 'second hole' first (the one on the left in the pics).

Yes, they did. They started in July and made 2 underground floors for now.

You're right. I notice it now as well. Before they used 2 floor high parts.
