I think no rebar is inside?!
The inside of the steel is covered with studs that link the concrete and the steel together.

Probably a mix of both plus the light of all the buildings together creates some glow effect. You can see this effect often in large cities.

Shenzhen just needs some Coca Cola adverts on giant skyscraper sized tv screens and it'll be perfect!
