I cannot see any "flat top", what those photos are showing is one of the sides of an empty box, or rather an upside-down half-pyramid. They could close the base of said pyramid in many different ways. I'd bet more steel is coming.
P.s. Ok, they closed the base, now it's clear. But I believe this is not the final steel anyway.

Still better than a pointy top without a spire. IMO they should've scrapped the entire pyramid on top and finished it with a different roof feature, something like ICC HongKong. Unless they would install the spire, of course.

ICC looks fantastic with its flat roof indeed but it's also alot wider at the top which fits well. But ping an will look pretty unfinished with a flat roof.

Yes, all kidding aside, I am disappointed there will be no spire atop this iconic building. Now, if the choice comes down to flat roof or little pyramid on top - I would prefer a little pyramid tapering to a point. A flat roof would just accentuate the loss of the spire and look chopped off.

On Gaoloumi some are talking about spires. Somebody posted this photo recently. Not sure if there will be a spire or some other type of structure like a diamond.

If the heights on that are correct, the 'C35' level looks like the current height, and it is marked 585m, which means it would require more on top to bring it up to 600m.

That 'flat top' is there in the original project too, as per post #9593. And still there's a spire above it in that drawing. So again, too early to say.
