The main reason the Pearl River Mega-City it is rarely listed as the world's largest city is, that it does not yet form a true metropolitan area, namely a common job market and commuter area (even if it is continuously urbanized). In the next decade this will most probably change, with the transportation networks and metros of Foshan, Guangzhou, Dongguang and Shenzhen being meshed together, the Pearl River Delta rapid transport system and the two cross Pearl River bridges. Additionally the urbanization process will also continue, especially on the eastern (Foshan, Zhongshan...) side of the river, which is not as densely urbanized as the Shenzhen-Dongguang agglomeration.

Japanese agglomeration have a center and that is Tokyo, but in pearl river delta, Guangzhou, Shenzhen and Hongkong all want to be the center. Each with its own territory of influence. I believe that is one of the reasons.

There is no perfect symmetry, but there is balance...

The right side (will) have overall more tall towers with Shenzhen Center (376m) and tall buildings like Excellence Century Plaza (280m) and other big ones, so the giant Ping An balance the mass of towers on the other side. Asymmetric but balanced skyline look more organic than a planned CBD (it is planned, but will look more organic that way)

You can see in the picture above that left side cluster is "slimmer" than the right side.
