There will always be a gap in the skylines. The northern section of Hong Kong fronting the Shenzhen border is restricted and will remain countryside. It will not be developed.

The area around Ping An is a designated new CBD. Futian district has already been quite nicely filled up over the years.

The gap is already filled up. Only that on Hong Kong side it's not being and probably won't be developed. If you look at the map you'll see what I men. Most of Hong Kong is actually a countryside/mountains/nature reserve which means there won't be large and tall development there. Land border with Shenzhen happens to be just that kind of land. The nearest 'real' highrise urban environment in Hong Kong is actually 20km away to the south.

They can add a 1 meter flag pole and put a Chinese flag on top, gonna be hard for the civil aviation regulators to force them to take down a small national flag.

Moreover, there would be no need to take the flag down if the pole increased the building height to exactly 600 meters.
