Not quite, but close.

I am still amazed this technique is used regularly in the 21st century.
It's good we have this forum and digital cameras so we can witness the varied processes of different projects.

Only 15 years ago we had to rely on news agencies to give us any pics or info (usually biased) maybe once in the construction phase of projects.
This is a great time to be a scraper lover because of the prolific updates and also because of all the fantastic tall projects.

My guess is that it's being built by Guangdong nuclear power holdings - they already have a "nuclear power building" on the shennan middle road and a couple of housing estates run by "nuclear power properties". Nearly a week now since the last post chaps. I'm gutted that we're missing all the interesting stuff happening on this, especially as that indian tower has new posts every few hours even though nothing is happening there. Can someone who knows how, please search the chinese forums to see if there are any new pics.

I think facade like the Pinnacle in Guangzhou may be a good choice.

Many mountains in Hong Kong are taller than Pingan tower (648 m from street level, how much from sea level?), for example Kowloon peak (958 m) and a hill between Sai O and Sai Kung (703 m). But plenty of gaps and lower hills are lower.

Over the lower hills between Yuen Long and Tai Lam Chung reservoir, can the Shenzhen skyline be seen from the mountains of Lantau?
