PPOC asks 3 names for CamSur's police provincial director

Pili, Camarines Sur. The Provincial Peace and Order Council (PPOC) presided by Gov. LRay Villafuerte passed a resolution requesting the Director General of the Philippine National Police (PNP) and the Secretary of the Department of Interior and Local Government (DILG) to send the names of the three qualified nominees for the position of Provincial Director of the Camarines Sur PNP so that the governor can choose from among them a permanent PNP Provincial Director.

This transpired during the meeting of the PPOC held at Villa Del Rey, Provincial Capitol Complex Tuesday, March 8.

Gov. Villafuerte disclosed that PNP Chief Raul M. Bacalzo has already sent a letter dated February 1, 2011 to the DILG Secretary Jesse Robredo recommending the three nominees for the position of Provincial Director of the PNP in CamSur.

The governor, showing a copy of the letter of the PNP Chief during the PPOC meeting said that it was already a month and the letter has since remained unacted on.

Also included in the agenda during the PPOC meeting was a briefing on Peace and Order Situation in the province.

Col. Ted Toralba of the 9th Infantry Division reported on Internal Security Situation and Insurgency, where he emphasized the importance of building harmonious relationships with the civilian populace and coordination with the LGUs in the containment of insurgencies .

PS Jesus Martirez, Deputy Provincial Director-CamSur PNP, discussed the Status of Law Enforcement on Crimes and Violence Against Persons and Property enumerating various crimes committed during the months of January and February.

PS Jesus Martirez disclosed the creation of trained tourist police unit which can be deployed at the world-class CWC and at Caramoan. Gov. Villafuerte showed interest in tourist police units by suggesting that the team leader should coordinate with the provincial government.

During the presentation by PDEA IO2 Joyiann Cedo on Illegal Drug Trafficking and Abuse, she identified some 25 municipalities on their watch list. Gov. Villafuerte inquired if these municipalities fall under category II meaning with the presence of drug pushers or category III meaning with the presence of drug users only because it is important that the mayors should be aware of.

PDEA agent Cedo specified that the 25 municipalities fall under category III.

Camaligan Mayor Emman Prado lamented the fact crimes of illegal drug trafficking and abuse are under the jurisdiction of PDEA and yet PDEA’s presence in the municipalities of the province are never felt.

At this instance, Mayor Prado made an urgent motion requesting PDEA to strengthen the coordination, cooperation and policies of PDEA within the local government units which was approved by the council. Gov. Villafuerte even requested for the contact number of PDEA.

Gov. Villafuerte disclosed that an Anti-Drug Abuse Council and a Drug Board are now under study in the Sanggunian Panlalawigan. The Drug Board the governor said will tackle the issue of drug awareness, abuse and this will be complemented by a youth program that will include sports activities so that the youth will be kept away from illegal drugs. The mayors will be kept updated on this, he added.

Another ticklish issue that was discussed was PD 449 which refers to the regulation on cockfighting. The legal question that came out was whether PD 449 was already superseded by the Local Government of 1991, for which the decision is still to be decided by the proper court. Nevertheless, PS Martirez announced that there is a moratorium on raids on cockpit activities while awaiting the court’s decision.

Present during the PPOC meeting were Vice Gov. Fortunato Peña; the members of the League of Municipalities led by Buhi Mayor Rey Lacoste; Archie Grande, PDEA Regional Director; Atty. Antonio Pagatpat, NBI Regional Director; Arnel Madrideo, DILG Provincial Director; Edna Tejada, DTI Provincial Director; Atty. Nestor Barbosa, Legal Council, CamSur Cockpit Operators and host of other representatives from various government agencies and from the media.

Agreement vs. drug abuse signed

NAGA CITY --- After an alarming rise in drug abuse cases all over this city, the local government has finally signed a memorandum of agreement with national government arms in order to further strengthen its campaign against drugs in a ceremonial oath-taking with university guidance counselors, Monday, March 7.

The MOA was signed by Philippine Drug Enforcement Agency (PDEA) Bicol Director III Archie Grande, Department of Interior and Local Government (DILG) Region 5 Director Blandino Maceda and Naga City Mayor John Bongat with Vice Mayor Gabby Bordado and Naga City Dangerous Drugs Board (NCDDB) Councilor Raoul Rosales following the creation of the LIFE counseling center under the NCDDB.

Rising concern over the worsening drug abuse in this city has led university and school guidance counselors to pitch in their services for free to the NCDDB along with the reorganization and strengthening of the Barangay Drug-Abuse Council (BADAC) which involves private citizens in the war against drugs in the barangay level.

In his speech before the media and guests, Bongat called out to the private sectors to be active and always feed reports of drug abuse cases in their locations, confirming that almost a total of 1.2 million worth of drugs were taken into custody by police and PDEA last year due to civilian reports.

“Let us unite against drugs,” Bongat announced. “Let’s start it now.”

PDEA Dir. Grande said that his organization now hopes to replicate this development in other municipalities in Bicol in order to ultimately stop drug abuse in the region.

“It is my first time to see a really aggressive fight against drugs here in Naga. I admit that, based on our records, the trend of drug abuse rises every year, yet I believe that more efforts like this can really change this in the future,” Grande stated.

“It is true that Naga has become the city in Bicol which has the biggest volume of crime, drug abuse and such due to its continuous development through the years,” DILG Dir. Maceda confessed. “But, through efforts like these, we can combat these problems.”

Head of NCDDB Secretariat Rene Gumba, a professor from the Ateneo de Naga University and a crusader against drug abuse, stated that this step is a manifestation that the private sector is now willing to actively participate in the war against drugs.

Gumba reiterated that the center is only for the drug users who are not yet to be considered addicts. These people must express the willingness to undergo counseling or must be referred by family and friends to the center. Counseling can only progress after the person has started having an open communication with any of the available counselors.

Sison, University President, sending the invitation in behalf of the college graduating class of 2011 succinctly capture the essence that mirror the personality of the Bicolana Cabinet Member when she wrote that “your courageous and steadfast voice amidst the many challenges facing our government today has become a moral compass and beacon of hope for our countrymen. Your commitment towards upholding the rights of each and every Filipino and your dedication towards genuine public service are qualities that our young graduates can draw inspiration from”.

Indeed, Secretary De Lima’s record of accomplishments both in her private life and as a public servant should serve as an inspiration to the 2011 graduating students and the university community which number to almost six thousand who will be greatly honored by her presence during the occasion.

Secretary De Lima is no stranger to the field of education having been a Professor of Law at San Beda College, teaching subjects on Election Laws, Persons and Family Relations, Transportation Laws, Business Organizations, Statutory Construction and Introduction to Law.

She is the daughter of former COMELEC Commissioner Vicente B. De Lima and Norma E. Magistrado of Iriga City where she traces her roots. She distinguished herself early in her academic life as Class Valedictorian in the elementary grades, a feat she was to repeat again in the secondary as High School Valedictorian at La Consolacion Academy, now La Consolacion College in Iriga City, which earned for her, an automatic Gerry Roxas Leadership Award. Her quest for scholastic distinction was sustained by her recognition as a Dean’s Medalist in her preparatory law at De La Salle University where she took up her Bachelor’s degree, A.B. major in History and Political Science. She then took her law at San Beda College and graduated as Class Salutatorian. It is no surprise, therefore, when she emerged as number eight at the Bar Topnotcher’s list in the 1985 Bar Examinations.

Her leadership skills had a headstart during her exposure to local public service as an elected Kabataang Barangay (KB) representative in 1976-1978 where she eventually emerged as President of the City Federation of the Kabataang Barangays of Iriga City in 1976-1980, capped by her selection as Youth Sectoral Representative representing the Bicol Region as member of the Batasang Bayan in 1976-1978. As a young parliamentarian, she became a member of the ASEAN Parliamentarian Organization (APO) in 1979-1980.

Secretary De Lima is thoroughly familiar with respect to the power and influence of the pen, for she was exposed to its inner workings as an Associate Editor of the Barrister in 1981-1982 and Editor-In-Chief of the San Beda Law Journal in 1984-1985, where she likewise received the Code of Kalantiaw Award as a member of the faculty of the same institution.

She is co-founder and member of the Lamba Rho Sigma Sorority of San Beda College of Law in 1984 to date, a founding member of the Association of Law Journal Editors of the Philippines (ALJEP), 1984 to date. She is a member of the Integrated Bar of the Philippines, Camarines Sur Chapter since 1986, Philippine Association of Law Professors (PALP) since 1988, a founding member of Aksyon Demokratiko, 1985 and member of LAW ASIA since 2006.

Her career and work experience started with her assignment as Tax Assistant I with Sycip, Gorres, Velayo and Company, April to June 1986, as legal staff (confidential attorney) of Supreme Court Associate Justice Isagani A. Cruz (July 1986-1989). Professor of Law, San Beda College of Law, 1986-1994, 2006-2007, Junior Associate, Jardeleza, Sobreviñas, Diaz, Hayudini and Bodegon Law Offices, 1989-1991, Jardeleza Law Offices, 1991-1992, Clerk/Secretary of the Tribunal, House of Representatives Electoral Tribunal, 1993-1995, Junior Partner, Roco Buñag Kapunan & Migallos Law Offices, April 1995-June 1998, Founding and Managing Partner, De Lima & Meñes Law Offices, July 1998-March 2007, Managing Partner, De Lima Law Firm, April 2007-May 2008.

In May 7, 2008, she was appointed as Chairperson of the Commission on Human Rights. Upon assumption to office of President Benigno Simeon C. Aquino III, she was handpicked for the role of the new Justice Secretary and member of the cabinet of the President of the Philippines. Justice Secretary De Lima is a sought after speaker on election-related matters in various fora since 2006, in addition to being a Regular Lecturer for the Mandatory Continuing Legal Education (MCLE), required for the practice of Law. She is also a Regular Resource Speaker/Guest at ANC (ABS-CBN News Channel) on election-related issues since 2004.

Special Awards and Distinctions has become an ordinary occurrence for this very distinguished lady, starting with the Urban Poor Person of the Year Award in 2008. Aquino can’t handle crises - Dato

Rep. Arroyo lamented that while it would have been understandable if evacuation of the OFWs in Libya was delayed for a couple of days to give room for logistics and personnel mobilization, Mr. Aquino needed nearly two weeks to finally make concrete steps to facilitate the repatriation of the beleaguered Filipinos trapped in the middle of an escalating civil war.

“It is now very obvious that Mr. Aquino is incapable of handling a crisis. The fact that there are still stranded OFWs in Libya because of the absence of a systematic and quick evacuation system shows that Mr. Aquino’s administration has very little competence in crisis management. This early, his actions are the exact opposite of his campaign rhetoric. It is clear that he is not really capable of putting words into action,” Rep. Arroyo said.

Arroyo also admonished the Aquino administration for making contradicting declarations on the country’s oil situation thereby raising false expectations of the public.

He noted that while on one hand, Malacanang’s spokesmen are making repeated assurances that the country has adequate supply of fuel and its supply remains unaffected by the events in the Middle East, the other hand shows the Department of Energy justifying the spiraling cost of fuel as dictated by oil companies.

Arroyo also cited the admission of Malacañang that it cannot do anything to control the prices of oil and the declaration of Mr. Aquino that he will not hold any dialog with the oil companies as a clear sign of the president’s dispassionate style of governance.

“Malacañang says we need not worry because we have enough supply of oil but it has not lifted a finger to stop the oil companies from raising their pump prices. Not even a token request for a price hike moratorium. These contrasting actions of Mr. Aquino speak a lot about his leadership skills,” Arroyo said.

Being one of those who had been very vocal in criticizing the previous administration during every oil price adjustment, this should be the best time for the president to put words into action, Arroyo said.

“By now, Mr. Aquino must realize that managing a problem such as oil price adjustments is not as easy as they thought when they were on the outside throwing stones at the previous administration. Ang gagaling nilang magsalita noon. Bakit wala silang magawa ngayong sila na ang nakaupo?” Arroyo said.

Arroyo said that the Aquino administration should explain why the country’s oil companies were allowed to raise their pump prices while their stocks, which were bought prior to the Middle East crisis, were supposed to last for at least one to two months.

Arroyo also said that the DOE, which is empowered by law to exercise oversight to safeguard public interest, should assert its visitorial powers on the depots and other storage facilities of the country’s oil firms so that the government can have an accurate assessment of the country’s remaining oil reserves.

And if there are justifiable indications that the country is in danger of falling into a crisis situation due to severe oil shortage, Arroyo said he would readily support proposals to grant President Aquino with economic emergency powers.

“I would support this proposal as long all available remedies have been exhausted. I fully agree that the growing instability in the Middle East should be a cause for great concern but I think that the president is clothed with enough powers to deal with the problems arising from the crisis,” Arroyo said.

In the meantime, Arroyo said President Aquino should work harder on exhausting all available solutions provided by law to avert an oil crisis.

Red Cross initiates Convenio project in CamSur

NAGA City,Mar.13 (PIA) - The Philippine Red Cross Camarines Sur Chapter together with the Spanish Red Cross and the Agencia Espanola de Cooperacion Internacional Para El Desarrollo (AECID) marked another landmark project in selected towns and barangays in Camarines Sur as the Convenio Project formally kicked off in Camarines Sur.

In a simple yet memorable launching of the Convenio Project and the signing of the memorandum of agreement (MOA) between PRC and its partners/stakeholders held at the Regent Hotel here, Nanette Rodrigazo, PRC-Camarines Sur Chapter administrator expressed her great gratitude for the support of other Red Cross chapters, particularly the Spanish and Australian Red Cross for pursuing these projects in the most vulnerable areas of the province.

Complementing the PRC’s role are its partner agencies, specifically the Department of Health (DOH), Department of Education (DepEd), and the National Disaster Risk Reduction and Management Council.

The towns of Lagonoy, Siruma, and Garchitorena were among the lucky recipients of the project. For the first time, PRC will also include groups and members of the indigenous communities located in the city of Iriga and the town of Buhi . Interventions concerning Vulnerability on Health and Disaster Preparedness will be undertaken in the aforementioned areas.

The project aims to contribute in the reduction of the vulnerability of selected communities to health risks and the risk to natural disasters. Specifically, it also aims to strengthen the capacity of the members of the community and the local structures to improve their health management and risk reduction for natural catastrophes.

The beneficiaries’ inclusion in the project is based on the donor’s criteria, citing among others their poor access to health services, specifically remote areas with high prevalence of water-borne diseases and malnutrition; areas with limited sources in terms of livelihood; areas with highly populated puroks/ sitios; areas without or with poor access to potable water; and areas which are prone to natural disasters.

The donors also chose the areas where there is good acceptance of the project while exhibiting high potential for synergies with LGUS and other agencies/projects.

The local government of Camarines Sur through Governor LRay Villafuerte has also expressed its 100 percent support for the full implementation of the Community Health Management and Disaster Risk Reduction Program of the Philippine Red Cross. (PIA Camarines Sur/mal)

ASRP Releases 7th Hinuha

The Ateneo Student Researchers Pool (ASRP) has released its 7th issue of Hinuhà magazine, entitled “Urban Living at the Height of Change”.

This 7th issue of Hinuhà is inspired by the lives of common Bikolanos. The Articles in this issue specifically highlight the reactions, preferences, adjustments, and perceptions of Nagueños with regard to the increasing urbanization.

The ASRP is a group of college students with scholarships under the Student Assistantship Program. It is accredited by the Office of Student Affairs as a student organization. Its members undergo training on Social Science research under the guidance of the ASSRC.

Limited copies of Hinuhà are available for P60.00 only. If interested, please call 472-3178 or 473—8447 local 2550 and look for Juliet or Michelle.

Varsity Night Out: Going Beyond Sports

To be Men of Character. This is one of the goals of every member of the ADNU men`s basketball team. This is what guided the coaches when they started the Varsity Night Out (VNO) seven years ago. Now, this annual dinner of the members of the team has become the highlight of the basketball team`s year.

This 2011, the event was held at the La Piazza Ballroom of the Avenue Plaza Hotel.
15 players and 5 coaches came with their respective partners. 5 guests were also present including Fr. Andrew Recepcion, the guest speaker for the event. Other guests included Coach Rick Berry of Enverga University, Ms. Sarah Imperial of Bicol Mail, and Mr. Rico Raquitico and Ms. Aiemon Salvamante of Ateneo de Naga University.

The activity started with a welcome message from Mr.Jerome Ibarra, co-captain of the team. Mr. Ibarra is a 4 year player and is an example of a true student-athlete – having successfully managed the responsibility he has with the team and his load as an engineering student. Coach Peter Barcelon, the team`s interim student-coach also gave a message reflecting on his year as the team`s leader. He narrated how the team molded him starting from his years as a player and his year as its coach. Fr. Andrew Recepcion was the night`s special guest. In his talk, he spoke about faith and how it is a core element in a student-athletes` endeavors and challenges.

For seven years now, the VNO has instilled in the members of the ADNU basketball program the value of learning more beyond the sport of basketball. The coaches of the team are hoping that it will continue to serve as an inspiration for the boys to always strive to be better – that there is more to life than just basketball.

Harampangan 2011

7-8 March 2011 - Writers, educators, and students once again gathered at the Ateneo de Naga University for Harampangan 2011 to celebrate the works of Bicol`s top talents in art and literature.

Through the joint effort of the College of Arts and Sciences, Philosophy Department, Social Sciences Department, and the Pillars Publication, Harampangan 2011 served as a venue to promote new books by Bicolano writers and to showcase the works of our local artists.

On the first day, Harampangan 2011 was officially opened at the Richie Fernando Hall. Kristian Cordero (writer and AdNU Faculty Member) gave a humanities lecture on Imagining the Catholic: Arts and Religion. After the lecture, Hon. Nathan Sergio (Naga City Councilor), Adrian Remodo (Philosophy Faculty), and Vic Nierva (Media Studies Faculty) provided a reading of Atty. Gualberto Cea Manlagñit`s poems to celebrate the launch of his new book 100 na Berso asin Awit.

After the book launch, the participants went to the O`Brien Library for a ribbon cutting of an art exhibit featuring the works of Fr. Nunilon Bancaso and Atty. Gualberto Cea Manlagñit.

On the second day, the participants gathered at the Arrupe Convention Hall to attend the book launch of An Sadit Na Prinsipe (Fr. Wilmer Tria`s Bicol translation of Antoine de Saint Exupery`s The Little Prince); Balaog: Three Strories for Bikol Children by Frank Peñones, Cristine Bellen, and Kristian Cordero, Edited by Fr. Wilmer Tria; and Darkfel#0 by Dennis Gonzaga.

Two speakers were also invited to provide a short review of the book. Jay Salvosa (Admin Staff) reviewed Gonzaga`s Darkfel #0 while Frederico Jose Lagdameo (Philosophy faculty) and his son Kyle Lagdameo reviewed Fr. Tria`s An Sadit Na Prinsipe.

Musikaletra

Musikaletra, a special musical concert by University Band and Choir, was held last University Gymnasium last 8 March 2011.

Organized by the Office of Student Affairs, Admissions and Aid Office, and the Chaplaincy Office, Musikaletra served as a fundraising activity for the Feed-a-Scholar program which, as of 2011, has fifty-seven (57) beneficiaries. The special event was also a special farewell concert for University President Fr. Joel Tabora, SJ.

Under the talented hands of Joseph Reburiano (Musical Director), the university band and choir showcased their talents through an impressive repertoire composed of classical and popular music. The Fire and Ice Troupe was also present to showcase the talents of its members in the field of contemporary dance.

Vistaland Camella’s third development in the City, after Tremezzo and Lessandra- the Camella Heights will soon be launched.

Ayala’s Avida have four developments in Naga, San Francisco Village 1 and 2, San Alfonso and San Ignacio Estates with its own business Center, the Paseo de San Ignacio.

Not to be outdone, a local developer Enjoy Realty also had several developments in San Felipe- Pacol Areas namely Parkview Villages 1 and 2, Parkview Prime and the Palafox designed Haciendas de Naga also with a golf course.

Never has there been a real estate boom anywhere in Bicol as what is happening in Naga City.

no worries, jo. fasting is on ash wed and good fri lang; abstinence from meat (and not naman all food) on all fridays of lent. a situation like yours is certainly understandable.

a vegetarian, for that matter, will have to discern a bettern, more meaningful abstinence as the no-meat policy doesn't mean anything to him. (abstaining from doing bad things is even harder to do!)
