A peafowl endowed with a five feet feather was found dead at a housing complex on Friday morning as it accidentally got caught in a maze of hot wires of an electric transformer of a private housing complex. Forest officials said the unfortunate

incident occurred at Raja Colony behind Sangam hotel as the peacock's long feather got entangled in the hot wires. The bird protected under Schedule I of the Indian Wildlife Protection Act was buried in the Thatchankurichi Reserve Forest in Lalgudi taluk without the formality of a post mortem as the cause of death was known, said a forest official.

The Forest Department instantly has instructed the Electricity Department to advise the apartment owners to keep their private transformers adequately covered so that such mishaps do not recur. Located on the outskirts of Trichy, Viralimalai is long known for a large presence of peacocks at the 1200-year-old Murugan Temple, and the 207-step hillock is a haven for peacocks.

In Trichy city, the large tracks of agricultural land near the Collector's office is visited by the national bird, and of late they had started making their way into city limits too as people with religious fervor

had started feeding them. Apart from being a national bird, the locals also took pride in protecting the bird as it is believed to be the mount vehicle of Lord Muruga.

The grace and beauty of the bird was a matter of joy to the locals until tragedy struck this morning. A forest official explained the large exodus of peacocks into the city limits saying, "Since poaching of the bird has largely been restricted, and hounding the bird for its feather too has been curtained, they are freely roaming the city limits."

In the context of protecting the national bird, S E Metro, K Venkatraman told TOI that there are only a small number of "private transformers" that are provided on the specific request of housing societies, but protecting them with meshed wire fencing is not feasible, as "our men will have to remove them every now and then while carrying out maintenance work." Moreover, the carelessness of people leads to the unfortunate killing of livestock too in the same fashion, he said. According to him, the incident must have occurred thanks to the "phase-to-earth" electric shock as the peacock, unlike a crow or a skylark, could touch the phase wire with its tail while standing on the ground.

The second innings of Tamil Nadu Arasu Cable Television commenced in Madurai on Friday, stirring mixed emotions of relief, hope and apprehension among cable operators and the public.

Relief and hope for cable operators that the cable war they were entangled in for years would come to an end with the advent of Arasu Cable, while for public, relief came in the form of a bonanza of just Rs 70 every month. They were earlier shelling out anything between Rs 100 and Rs 200 for the monthly subscription of cable TV. The apprehension was whether all popular television channels would be provided by Arasu Cable.

Arasu Cable Corporation commenced its services on Friday amidst scepticism whether the government's efforts to provide satellite channels to willing customers at a rent of Rs 70 succeed without adding pay channels and the popular Sun Network pack. However, a section of cable TV operators told TOI that like in Singapore, the government's taking over of the operation was good enough because it would create a level playing ground for all cable operators across the state without one party dominating the other.

At present, the subscribers are a confused lot as they could ill-afford to forego their favourite soaps all of a sudden, in favour of a lower rent cable network. Also, the full-fledged operation of Arasu Cable is expected to come to fruition only after it helps lay the fibre optic wires are laid. Till now, the cable network was a monopoly of SCV (Sumangali Cable Vision), particularly in places like Trichy, Madurai, Coimbatore, Tiruvannamalai, Tirunelveli and Chennai.

About 250 cable operators on Friday evening placed a request before collector Jayashree Muralidharan to expedite the process of laying fibre optic cables as early as possible. They also told the collector that they would abide by all the rules of the government, and would extend all possible support for the success of the government-sponsored cable operation.

On August 5, the Trichy police stalled the operation of cable TV operators like S-TV, Ten-TV, Clock-TV, and Vaigai-TV from transmitting their services, and seized some of the equipment used in transmitting programmes. The fifth local operator, Karan, which is part of the SCV network, withdrew its transmission on its own.

The move was seen as a measure to pave way for the entry of Arasu Cable operation after existing private cable operators snapped their links with SCV. The police maintain that the existing operators would have to snap their ties literally with SCV, for private cable operators are not permissible under the law.

However, they are a few pro-DMK operators who argue that their MSO (Multi System Operator) licence is issued by the Central government through the jurisdiction Post and Telegraph Offices and the state cannot force the cable operators to toe the line of the new scheme.

The "sudden" move by the police to stall the operations of the private cable operators meant that a few lakh households in Trichy district had to sacrifice their local coverage, while they continued to watch the pay channels.

திறப்பு விழா நடைபெற்ற 8 மாத காலத்திற்கு பின்னர் திருச்சி தகவல் தொழில்நுட்ப பூங்கா செயல்பட தொடங்கி உள்ளது. முதலாவதாக திறக்கப்பட்ட நிறுவனத்தில் திருச்சி பகுதியினருக்கு வேலை வாய்ப்பு அளிக்கப்பட்டு உள்ளது.

திருச்சி ஐ.டி. பார்க்

திருச்சி அருகே உள்ள நவல்பட்டு என்ற இடத்தில் தமிழக அரசின் மின்னணு நிறுவனம் (எல்காட்) சார்பில் தகவல் தொழில் நுட்ப பூங்கா (ஐ.டி.பார்க்) அமைக்கப்பட்டு உள்ளது. சுமார் 150 ஏக்கர் பரப்பளவில் அமைந்துள்ள இந்த தகவல் தொழில் நுட்ப பூங்காவில் ரூ.85 கோடி மதிப்பீட்டில் 55 ஆயிரம் சதுர அடி பரப்பளவில் நிர்வாக அலுவலக கட்டிடம் கட்டப்பட்டது.
இந்த தகவல் தொழில் நுட்ப பூங்காவை கடந்த 9&12&2010 அன்று திறக்கப்பட்டது.

அமைச்சர் ஆய்வு
அன்றைய தினமே இங்கு தொழில்களை தொடங்க 9 நிறுவனங்களுக்கு நிலம் ஒதுக்கீடு செய்யப்பட்டதாகவும் விழா மேடையில் அறிவிக்கப்பட்டது. அதற்கான ஆணைகளும் வெளியிடப்பட்டது. ஆனால் திறப்பு விழா கண்டு பல மாதங்கள் ஆன பின்னரும் ஐ.டி பார்க் நிர்வாக அலுவலக கட்டிடம் பெயரளவில் மட்டுமே இருந்து வந்தது. எந்த சாப்ட்வேர் நிறுவனமும் தொழில் தொடங்க முன்வரவில்லை. இதற்கிடையில் தமிழகத்தில் நடைபெற்ற தேர்தல் மூலம் ஆட்சி மாற்றம் ஏற்பட்டு, முதல் அமைச்சர் ஜெயலலிதா தலைமையில் புதிய அரசு அமைந்தது.
இந்நிலையில் கடந்த சில நாட்களுக்கு முன் தமிழக தகவல் தொழில் நுட்ப துறை அமைச்சர் உதயகுமார் திருச்சி ஐ.டி பார்க்கிற்கு வந்து ஆய்வு செய்தார். அப்போது அவர் நிருபர்களுக்கு அளித்த பேட்டியில் ஏற்கனவே ஒப்பந்தம் செய்த நிறுவனங்கள் உடனடியாக தகவல் தொழில் நுட்ப பூங்கா வளாகத்தில் தொழில் தொடங்க முன்வரவேண்டும் என வேண்டுகோள் விடுத்தார்.

முதல் நிறுவனம் வந்தது
இந்நிலையில் நவல்பட்டு தகவல் தொழில் நுட்ப பூங்காவில் முதலாவதாக ஒரு சாப்ட்வேர் நிறுவனம் நேற்று திறக்கப்பட்டது. அமெரிக்கா, இங்கிலாந்து ஆகிய நாடுகளில் செயல்பட்டு வரும் இந்த நிறுவனத்திற்கு சென்னையிலும் அலுவலகம் உள்ளது. இந்த நிறுவனத்தின் திருச்சி அலுவலகத்தில் சுமார் 50 இளம் பொறியியல் பட்டதாரிகள் பணியாற்றி வருகிறார்கள்.
இவர்கள் அனைவரும் திருச்சி மற்றும் அதன் சுற்றுப்புற மாவட்டங்களை சேர்ந்தவர்கள் என்பது குறிப்பிடத்தக்கது. திருச்சி மற்றும் அதன் சுற்றுப்புற மாவட்டங்களில் உள்ள பொறியியல் கல்லூரிகளுக்கு நேரடியாக சென்று வளாக தேர்வு நடத்தி அவர்களை தேர்வு செய்து உள்ளனர்.

இப்போது 10 மாநகராட்சிகளுக்கு உள்ளாட்சித் தேர்தலை நடத்தியாக வேண்டும். கடந்த ஆட்சியில் புதிதாக உருவாக்கப்பட்ட தூத்துக்குடி, திருப்பூர், ஈரோடு, வேலூர் மாநகராட்சிகளில் புதிய வார்டுகள் எல்லையை வரையறுக்கும் பணி இன்னும் நிறைவு பெறவில்லை என அதிகாரிகள் தெரிவிக்கின்றனர்.

இதுதவிர புதிய உள்ளாட்சிப் பகுதிகள் சேர்க்கப்பட்ட சென்னை, கோவை, மதுரை, திருச்சி மாநகராட்சிகளில் வார்டுகளின் எண்ணிக்கை அதிகரிக்கிறது. அந்த எல்லைகளின் வரையறையும் இன்னும் முடியவில்லை.

இதற்கான பரிந்துரைகளை மாநகராட்சி நிர்வாகங்கள் அரசுக்கு அனுப்பியுள்ளன. அடுத்த வாரத்துக்குள் இதற்கு அரசுத் தரப்பில் ஒப்புதல் கிடைத்துவிடும் என எதிர்பார்க்கப்படுகிறது.

இதுதவிர இடஒதுக்கீடு முறையில் மாற்றம் இருக்குமானால் அதையும் அரசு அதே வாரத்தில் அறிவிக்கும் என்று தெரிகிறது.

அதன் பிறகு வாக்காளர் பட்டியல் தயாரிப்பு, வாக்குச் சாவடி ஏற்பாடுகள் செய்தல் ஆகியவற்றை மாநில தேர்தல் ஆணையம் மேற்கொள்ளும் என அதிகாரிகள் தெரிவிக்கின்றனர்.

அதிகாரிகளை மாற்ற பரிந்துரை: நகராட்சி, ஊராட்சி ஒன்றிய ஆணையாளர் உள்ளிட்ட பதவிகளில் மூன்று ஆண்டுகளுக்கு மேல் பணியில் இருப்பவர்களை இடமாற்றம் செய்யுமாறு மாநில அரசுக்கு மாநில தேர்தல் ஆணையம் ஏற்கெனவே கடிதம் அனுப்பியுள்ளது.

சட்டப் பேரவை, மக்களவைத் தேர்தல் நடைமுறைகளைப் போலவே, உள்ளாட்சித் தேர்தலிலும் நடைமுறைகள் இருக்கும் என்பதால், மூன்று ஆண்டுகளுக்கு மேல் அதே பதவியில் இருப்பவர்களை வேறு இடத்துக்கு மாற்ற வேண்டும் என்ற பரிந்துரை அனுப்பப்பட்டிருப்பதாக மாநில தேர்தல் ஆணைய வட்டாரங்கள் தெரிவிக்கின்றன.

நகராட்சித் தலைவர், மாநகராட்சி மேயர் ஆகிய பதவிகளுக்கு நேரடியாக தேர்தல் நடத்தப்படும் என சட்டப்பேரவையில் மசோதா நிறைவேற்றப்பட்டிருப்பதை அடுத்து தேர்தலுக்கான ஏற்பாடுகளில் அரசியல் கட்சிகளும் தீவிரம் காட்டி வருகின்றன.

உள்ளாட்சித் தேர்தலுக்கான அறிவிக்கை வெளியான தேதியில் இருந்து தேர்தல் தொடர்பான மாநில அரசு அலுவலர்கள், மாநில தேர்தல் ஆணையத்தின் கட்டுப்பாட்டில் வந்துவிடுவார்கள்.

IBM, the global technology giant has come up with the investment of Rs, 2,500 crore, around $500 million for its geographic expansion initiative in India , said a report by CNBC-TV18.

The technology major is already present in around 22 cities in India, now they are planning to increase their footprint in around 25 cities more by 2013.

The company probably would divide the investment in two phases. For the first phase, IBM would invest Rs 1,100 crore while the rest of the investment would come later.

However, earlier, IBM had informed that it would likely to cross around 25,000 - 30,000 as far as its headcount expansion plan was concerned.

Recently, the company has opened a brunch office in Coimbatore. By expanding a branch in Coimbatore, the company aims to bring all its services and products including hardware, software, and other services in the city.

During the entry to Coimbatore, Nipun Mehrotra, vice-president ,General Business, Routes and Geographic Expansion of IBM had informed media that IBM needs to move along with the market potential by being in smaller cities and the investment in expansion would help the company to scale up.

"Some of the cities that IBM would be expanding to in the next two years would include Madurai, Tiruchi, Jamshedpur, Raipur, Surat, and Guwahati," said Mehrotra in a media statement.

According to corporation commissioner, govt has approved election to be held for city corporation including the newly added areas.

The Election Commission will hold bye-election on October 13 to Tiruchirappalli West assembly seat, which fell vacant following the death of AIADMK member Mariam Pitchai.

Mr. Pitchai, who was inducted as a minister in the Jayalalithaa ministry, was killed in a road accident even before he could take oath as a member of the assembly. The State government had already ordered a CB-CID probe into the accident.

This will be the first by-poll after AIADMK and its allies swept the Assembly 13 elections.

The election also comes in the midst of a spate of arrests of DMK leaders on land grab charges. Tiruchirapalli DMK strongman and former Transport Minister K N Nehru is also in jail for alleged land grab charges.

The by-poll comes ahead of the local body polls and the State government had announced holding the elections in the last week of October when their term come to an end.

The EC also announced bye-election to Indira Nagar assembly constituency in Puducherry on the same date.

According to the poll schedule, notification will be issued on September 19. Last date for making nominations is on Sept 26 and scrutiny will take place the next day. Last date for withdrawal of candidatures would be on September 29.

Counting of votes will take place on October 17.

Corporation pulls out all stops to shackle stray cattle

The City Corporation has initiated steps to check stray cattle menace within city limits. Corporation will launch various initiatives starting from September 19 in this regard.

Corporation Commissioner K.Veera Raghava Rao convened a meeting with officials to discuss steps to be taken to put an end to the cattle menace to ensure free flow of traffic and safety of road users.

Speaking at the meeting, Mr.Rao said that Tiruchi Corporation has been in the forefront in the maintenance of public health and wanted to maintain the position.

Health hazard

The stray cattle have been posing a big health hazard, besides creating traffic snarls on main thoroughfares.

From September 19th owners who allow there cattle to roam in the city roads after September 19 will be penalised.

The Corporation will form special teams comprising Corporation staff, veterinary employees, police and fire service personnel, representatives of voluntary organisations to apprehend the cattle.

Slack owners of the cattle will be fined Rs.500 per day on cow; Rs.300 on calf; Rs.100 on goat; Rs.750 on horse and Rs.300 on donkey.

The Corporation will also collect Rs.100 per day as maintenance charge.

The Corporation will maintain the apprehended cattle only for two days beyond which period the cattle would be auctioned.

The owners of the stray cattle should retrieve the animals within two days after paying the fine. If they failed to do so, the cattle will be auctioned on the third day.

Auction

The cattle that are caught roaming for the third time will be auctioned immediately, the Commissioner added.

Corporation, Police, Fire and Rescue services personnel, forest, and transport department officials participated in the meeting along with representatives of voluntary organisations.

We are sending emails and messages to our MP and MLA's for growth of Airport expansion and IT Park approach road and we are getting some positive replies too.

Its high time for us to concentrate on Industrial sector. Im not sure why govt is not interested for an Industrial corridor in Trichy. Infact we have many industries in Trichy - Madurai, Trichy - Tanjore, Trichy - Perambalur, Trichy - Pudukkottai roads. Among these four, Trichy - Madurai and Trichy - Tanjore roads are prime. These two roads are already filled with many industries. Why cant we send emails about the Industrial corridor to our M.P. and MLA?

Trichy to MDU, Tanjore, Perambalur, Pudukottai are already having good number of industries. If they are declared as industrial corridor then for sure they will get good investments.

I am wondering why central region (except trichy and its surroundings) which is one of the most backward region of the state is not considered for industrial development. Maybe the delta regions (thanjai, nagai, tiruvarur) are considered only for Agriculture?

U r ryte. Most of them think that Central region is only for Agriculture. Its actually not. If you see Nagai - Cuddalore belt it has oil refineries. And recently Relaince Industries has found oil source near the same belt.

Emergency medical services in the district are set to get a thrust with an exclusive ambulance service catering to Pachamalai tribals and special critical inter-facility transfer vehicle being introduced as part of four regular and two special ambulances to be deployed by 108 Emergency Service shortly.

An ambulance will be stationed at the Pachamalai Primary Health Centre to meet critical care needs of tribals, K. Balamurugan, District Manager, 108 Emergency Service told ‘The Hindu.'

Villagers here are currently serviced by the Uppilliapuram and Thuraiyur ambulances that take up to two hours to reach patients. Most calls put through to 108 from the region pertain to complicated pregnancies and are forwarded by the primary health centre seeking transfer of the expectant mother to a higher medical facility.

Apart from Pachamalai, three new vehicles would be added to the existing fleet of 14 ambulances stationed at Cantonment, Palakkarai, TVS Tollgate, Siruganur, Manapparai, Thuvarankurichi, Lalgudi, Pullambadi, Musiri, Thottiyam, Thuraiyur, Uppliyapuram, Tiruverumbur and Thathaiengarpettai. The new vehicles are likely to operate along the Madurai highway and Karur Bypass Road where the distance between two closest successive ambulances in nearly 40 kilometres.

The expansion seeks to provide an ambulance for every one lakh population, Mr. Balamurugan added.

A critical inter facility transfer (CIFT) ambulance would be operational in ten days, according to the district manager.

Initially, the vehicle would be designated to operate only between government health centres, convey patients from lower healthcare centres like PHCs to higher treating facilities – government or district headquarters hospital.

A neonatal ambulance for new born babies, equipped with advanced life support systems including a ventilator, being introduced in a phased manner across the State, is also expected in a couple of months.

Paramedical staff would be employed in both these special ambulances.

A tourism development plan for Thiruvanaikovil, where the famous Sri Jambukeswarar Akilandeswari Temple is located, is likely to be sanctioned soon. The temple is one of the ‘panchabootha sthalam' and is visited throughout the year by tourists and devotees.

According to sources, a proposal for implementing the project at an estimate of Rs.5.22 crore is to be forwarded to the State Tourism Department soon from the officials here.

The sources said the project would involve construction of four decorative entrance arches, landscaping, improvement of roads, and drainage and lighting arrangements around the temple.

The Corporation would execute the work outside the temple at an estimate of Rs.3.77 crore and the remaining funds is proposed to be given to the Hindu Religious and Charitable Endowments Department for executing development work inside the temple.

Of this, about Rs.96 lakh is proposed to be spent for improving the roads on the south and north inner streets; Rs.80.75 lakh for provision of lighting arrangements around the Sannidhi street, inner streets and the link roads, and Rs.1.52 crore for providing pavements along the north, west and south inner roads at Thiruvanaikovil. Besides, public toilets would be provided. Corporation Commissioner K.Veera Raghava Rao inspected the sites identified for the implementation of the development works on Wednesday.

Other proposed works include development of the temple tank (Teppakulam), tourist/pilgrims rest shed, an accommodation for budget travellers (with about 10 rooms) and a pilgrims reception centre.
