massive yes, but ingeniously designed as not to be considered "heavy," intriguingly it even evokes "lightness" with the glass materials, painting being used and even the design where the middle focal point seem to "float".

that building is ugly. looks like a mess and it completely lacks gracefulness.

Though i must admit these are not the most interesting pieces of architecture, i cannot find a real ugly building in this picture.

Belgium has many such "disproportionate" buildings. I was in Liège two weeks ago and saw many of them.

Sometimes, you just have to build "out of proportion". Imagine if every single European city would care, in the late medieval period, about building churches that were completely "out of proportion" to the crumbling houses of wood, peat and bricks that existed next to them. We'd not have a single large church in the continent!

I do prefer some height gradient, namely the CDB-suburb model in which high buildings are clustered in a few places forming a nice high-rise monumental area, whereas everything else is 3-story maximum, but I don't see the problem in a couple "out of proportion" buildings, except by the shade they create.

I'll try to look for some pictures of Liège. The city has a lot of potential, though it is blighted and with an impression of decay a.t.m. It could be one of the best-looking Belgian city, in par with Namur and maybe Bruxelles.

Oostende, OTOH, has a rather flat coastline and worn-out waterfront. That is the problem, not this specific building.

Here you go. Liège has some serious problems with ugly concrete 60ties and 70ties tower blocks. Some are really nasty!
