Kingdom Holding plans to award the contract for its 1km Kingdom Tower on the outskirts of Jeddah by the end of September, Meed has reported. Dubai-based Emaar Properties is managing the development of the project, as well as the surrounding 23 sq km Jeddah Kingdom City for Kingdom Holding. The tower is planned to be almost 200 metres taller than Emaar's Burj Khalifa in Dubai.

The raft is not the foundation, the piles are. The raft helps spread the buildings load onto the piles evenly and ties them all together. Like the spine of a comb but flat. Piles can support extremely heavy loads because of all the friction to the surrounding earth (sand). The raft has a tiny amount in comparison. If this building had only the raft, it would be like a boat (raft) on water and sink when the load became too much.

Well, that's one way to put it. I'd say they are both leaning backwards, they just happen to be positioned with their "backs" to another.

The reason why is also apparent. Both of them have long crane arms which weigh their "fronts" down a lot when in a horizontal position. To counter this, heavy concrete blocks are added to their backside to compensate. However, when the arms are raised in a near-vertical position, the bending moment induced by the arms is drastically reduced (moment = force * distance of application), so the concrete blocks will bend the cranes slightly backwards instead. I bet we'll see pictures of the cranes leaning forward too, when their arms are lowered and carrying large weights.

And of course, the cranes are designed to be flexible. They could probably bend twice as far back before it would become any sort of problem.
