Maybe this district is not aimed for international tourism but just to for locals and Muslim tourists who come to Makkah for pilgrimage. I think if they are planning to change rules to make the city more tourists friendly we would have seen signs of this happening by now.

Hi tiagra, where would those illegal immigrants come from? How can you stay illegally in a country that is so secure and strictly governed? How and where could those people get a job without a valid visa?

that discussion would lead too far, as this is a complex problem, that can't be understood without explaining saudi culture in depth; which should not be done in this forum in order to keep the quality up.

Hi,

Thanks for your reply. I have spent +2 years in Kuwait and UAE and I'm saw how careful people were about obeying the laws and rules. Not abiding by the rules meant visa cancellation, which meant "you're going home". I assume that the rules in KSA are even more strict for foreigners. Thus I began to wonder how one can become illegal immigrant (or millions of them).

PS. Forgive me saying this but... how discussing the Saudi Culture would bring the quality of the forums down? I understand it's a little OT but this thread has great exposure and the Kingdom Tower may be principal reason for many non-muslims to want to visit KSA and learn about your culture.

Not only tourists... also foreign home owners. Residential buildings would add a lot of density to the cluster.

Dubai also grow a lot with the sell of apartments in residential towers (or villas). Does KSA allow foreigners to buy apartments?

And I mean people from North America, Europe, Asia (China, Japan, etc.) not other arab countries.

GCC citizens only are allowed to own in the KSA.
