What I don't understand is why the ceiling is so high. There is almost a 4 meter gap between floors. With that much space in between, a second floor of each apartment could be added.

What? no.
The repeating floors are of a regular height. Only mechanical/refuge and mezzanine/lobby floors have different floor height, which is what you're looking at.

You should ask this question in a smarter way that thinks about what might happen in the future .. So, there should be a point of building such a tall building in a mega conservatory country !!

The point is that there are plans (2020 Saudi National Transformation) to change the country magnificently and allowing tourism is a 100% thing

Great video! The tower is almost to the 25% point. But with such an unpredictable construction rate it is hard to tell if it will reach 70 floors by the end of the year.

Maybe after building such a structure it will encourage the government to start changing some laws, like Dubai. Otherwise it will just sit there empty.

I believe the tower as well as the jeddah economic city are both attempts for saudi's predominately oil-based economy to diversify and become similar to Dubai in a sense. I do agree that Saudi is generally conservative and its laws are deeply Islamic, yet Jeddah is already a liberal city when compared to the rest of Saudi. What is unique about this project is how while the project is located in close proximity to the holy cities, the tower inexplicitly beckons non-Muslim tourists. The tower is build by a western firm, for goodness sake. It was designed by the same man who designed the Burj Khalifa. Let's hope that the tower opens soon enough so we can see just what unravels when different cultures collide.

All the big towers are western engineered.
