Goldin Finance 117 in Tianjin, Lokhandwala Minerva and World One in Mumbai, Ryugyong Hotel in Pyongyang, or Dubai Pearl and 106 Tower in Dubai, are all technically under construction, but moving a lot slower than 13 floors per year.You could also use Sagrada Familia in Barcelona as an example, that one has been under construction for well over a century.

Sagrada familia is financed only by donation, so they build bit by bit when they got enougth money ...and church alway took a nasty time to be built...but omg this one had so much details.


For Ryugyon hotel, that's because the building doesn't need to be finished , it serve the purpose to create the illusion to NK citizen than it's a big country.


For Jeddah tower it's a bit different , like Rruygyon its main goal is to promote the image of the country.
But it's not only for citizen and leader opinion, it's for the international image, if the project end up as a stall like Ruygon it would be far more embarrasing and could harm SA image.

The long construction time of the Sagrada Familia was already planned/predicted by Gaudi.
He only made the detail design for the first part, and the basic design for the total.

Crown Prince Mohammed Bin Salman was born in Jeddah.

Even if Alwaleed Bin Talal is in prison, Bin Salman would never want this project to stop or end up unfinished.

You can all count on it being finished eventually. Maybe the slow progress with the tower might have something to do with the nearby buildings and landscaping around the tower, as seen on google earth.

Hopefully at least it will speed up as the tower gets slimmer and higher up, which might be possible if they have enough concrete pumps to compensate for the time it takes for the concrete to reach higher and higher.
