DAKAR | Projects & Construction

I was going to post renderings of a new highrise project u/c in Dakar, and then to my big surprise I discovered there was no Dakar thread yet ! This is quite surprising given that Dakar is currently teaming with construction projects. So let's open a thread.

Dakar is the capital of Sénégal, in West Africa. It has 1 million inhabitants in the city proper, and 2.5 million in total in the metropolitan area. The city sits at the end of a peninsula which is the westernmost point of Africa. It is thus surrounded on all sides by the Atlantic Ocean, with what Europeans usually consider the most pleasant climate in West Africa.

During the colonial era, Dakar was the capital of French West Africa which encompassed nine now independent African countries. It was the largest and most modern city in French Africa. The city has now been passed by other cities like Abidjan, but it has inherited from that period a large and classy downtown with white painted art déco office buildings befitting the former capital of French West Africa. Dakar is still the headquarters of the Central Bank of West African States, which manages the West African CFA Franc, and an important regional financial center. The population is predominantly Muslim. The street language is Wolof, while French is the language of administration, business, schools, etc.

Here are some views of the very dense downtown area, known as Le Plateau.

Downtown Dakar seen from the island of Gorée, a famous center of the Atlantic slave trade before the 19th century.

The old colonial centre has survived with its whity white art déco buildings...

...its street grid typical of large cities in the former French colonial empire...

...and some very old buildings.

Further from the downtown area, the city offers many beaches along the peninsula...

...with French colonial villas and traditional fisherman boats...

...as well as modern resorts.

Since its peaceful independence in 1960, Sénégal is one of a handful of African countries which has never experienced a coup d'état and has steadily remained a democracy until today. The current president of Sénégal, Abdoulaye Wade, a lawyer and former dean of the law and economics faculty at the University of Dakar, is a center-right liberal who tries to develop the Senegalese economy by attracting foreign investors, particularly from the Gulf, instead of begging Western governments for more loans and money.

Due to this very liberal approach of economy, there are now lots of construction and infrastructure projects in Senegal, with many foreign investors behind these projects. If the current highrise projects and those yet undisclosed become reality, the former capital of French West Africa could well turn itself into an African skyscraper Mecca. So let's go on a tour...

...en route vers le sommet ("on the road to the top").

Tour Kadhafi (Gaddafi Tower)

Height: some people say 250m (820ft)
Floors: at least 50
Developer: Libya
Status: Approved, construction due to begin in the end of 2007, tower due to open between 2009 and 2011.

The tower will cost an estimated 150 million euros (210 million US dollars) to build, financed by Libya. It will contain among other things a five star hotel with 350 rooms, a conference hall sitting 2500 people, a shopping mall, and two underground levels of parking. A helicopter landing pad will be located on top of the tower.

Here are screenshots from the evening news on Senegalese television.

General view of the tower. The structure is meant to represent both a palm tree and a drill emerging from a water well in the desert.

Base of the "palm tree" on an elevated platform. I placed red arrows to show the location of that platform with respect to the tower.

Closer view. Some real palm trees will be planted at the base of the "palm tree" structure, and two large-scale Bedouin tents dear to Muammar Gaddafi will be installed on both sides of the structure.

Looking up from the platform you'll have that view of the "palm tree" structure. Apparently some elevators will run along the fluted shaft of the structure.

Base of the tower. It seems there is a statue of what appears to be a camel, with possibly a warrior straddling it.

Side view of the tower.

The helicopter landing pad will be located where the finger and the stick are pointing to.

I knew Dakar was booming but it'sreally impressive seeing all the projects in one place. The buildings may not be tall but they are excellent architecturally
