Ayala Center Cebu breaks ground for P2.8B expansion

DPWH 7 to implement P781M worth of infra in Cebu City in 2011

CEBU CITY, Feb. 4 (PNA) - The Department of Public Works and Highways (DPWH) 7 is set to implement some P781 million worth of projects, including two flyovers, in Cebu city this year.

The DPWH 7 included in its 2011 budget the P100 million needed to finish the flyover in Barangay Mambaling, Cebu City and P303.1 million for the rehabilitation of the Cebu South Coastal Road traversing the South Road Properties.

It also funded the construction of two new flyovers in the north district.

Some P250 million is allocated for the M.J. Cuenco Ave.-Gen. Maxilom Ave. flyover and P60 million for the fist phase of the Gorordo Ave.-Archbishop Reyes Ave. flyover.

Two underpasses, one beside Radisson Blu Hotel and other near Pier 4, and a flyover in the Mambaling access road in the South Road Properties are also in the pipeline, but have not been funded yet.

Also included in DPWH’s 2011 budget are P28 million for the widening of M. Velez and Escario Sts. and P30 million for the rehabilitation of certain portions of the Cebu Transcentral Highway that links Cebu City and western Cebu industrial town of Balamban.

But nothing has been appropriated for flood control and prevention and drainage systems in the cities of Mandaue and Cebu in the DPWH 7 budget for this year.

DPWH 7 Assistant Regional director Juby Cordon confirmed there is no drainage construction and other flood control programs for Mandaue and Cebu City this year, because the agency wants to focus its resources on roads and bridges.

”Our projects are more of roads but because of what’s happening maybe the central office will be sensitive to our problems and will look for funds for flood prevention projects, or some of the projects lined up may be changed to flood control, they might consider because the need is immediate,” she said.

The regional office will report to the DPWH central office the situation when heavy rains caused flooding in Metro Cebu cities last week, as well as the proposed solutions.

Cordon said, though, that any realignment in the budget will be decided on by DPWH central office, and it will depend on how local officials and the congressmen can justify the need to fund drainage projects instead of flyovers.

DPWH Cebu City Director Nicomedes Leonor said it might not be possible to realign funds for flyover projects to fund flood control programs because they belong to different categories.

Other sources of funds will have to be identified for flood prevention, he said.

Leonor, former head of the Cebu City Department of Engineering and Public Works, proposed to DPWH 7 Director Pedro Herrera Jr. the construction of flood gates in creeks and rivers near flood-prone areas, and the straightening of Mahiga Creek to prevent it from overflowing its banks.

Mahiga Creek is one of the three waterways that overflowed last Jan 25, which caused heavy flooding and traffic in Mandaue and Cebu City. (PNA)
