But you forget that is Dubai. They will be building many skyscrapers with 400m and more around Burj Dubai. You also will see the shape of The World much better from 700m. You could also see Palm Jumeirah and Palm Deira much better.
They are building projects you don´t have anywhere else.

Maybe they just had somme tehnical issues to build-it "that low".

My personal opinion (maybe the arhitect too) is that too high you don't have the best view.

Still I don't understand why not build another observation deck (even if the view is not my taste, but are peoples who like higher view)

From ~650m here, I can't really enjoy anything

Is that the same material cladding on the steel floor? There was a diagram pages and pages back about the two (or 3?) types of cladding for the spire.
