That's exactly what its for. With this design you double the volume of people the stairway can handle without increasing the area of required for it. It's a very efficient use of space. Another advantage is that one set of stairs can be used for evacuation while the other set is used for emergency personnel to ascend to the problem area.

Makes sense.

Good luck to them in getting the people coming down the burning building to go down just one staircase while the emergency personnel go up the other one, haha.

That'd be a nightmare logistically--especially in an emergency, haha. Wonder how you could do it--I imagine signs on the door wouldn't help all that much...

I think it was Leonardo da Vinci who first came up with the idea of a double spiral staircase.

That's interesting. That's where the problems of the WTC on 9/11 started. The stairs were too small for the ascending firemen and the descending people.

may I add a comment about the interiors of the Burj?
In the past days I've read a lot of comments about them...

I think we have to think to the people target the armani residences have;
if they are for western (especially european) guests, believe me, they're much much better than those of Burj al arab.
people coming from different parts of the world don't have the same tastes.
IMHO, for example, the furnitures of Burj al Arab are simply ghastly and kitch, showing off richness without taste.
On the opposite, that minimalist, dark, simple design seen on the Burj Dubai pictures is wonderful.
But this is just the opinion of mine - I admit that I've really classic european taste :-) - and I know that a lot of people thinks exactly the opposite of mine.
But I just want to let you know that that design is nice for a lot of people...
