That is what I was saying already. The BMU + all the machinery is way too heavy to rotate outside the building. And it isn't very subtile either.

May be it is one of the equipments used in the construction/cladding itself.
Why does it have to be rotating, and cladding to be openable etc. ?
At those heights, won't the wind shear be too high for an openable cladding?

I think I was being a little too imaginative with the pivot. Its just telescoping.

Its already installed, have a closer look at the blue cover and the arms sticking out on top of it. If you compare it to the BMU of the Petronas Tower illustration you will find it.
