I guess they have 2 reasons making these two colors.

First of course to give an idea that it is deeper. In this view, the colors suppose to be gradient.

The second reason is that for the camouflage of the fountain machines that are so visible.

The dark blue around the fountain looks HORRIBLE! I hope that something is done to either paint the whole lake an even darker shade of blue to hide the fountain, or paint the fountain the tourquoise color of the rest of the lake.

Seriously, WTF were they thinking?

It de-marks a safety zone for boat operators. Would you have preferred something less conspicuous and therefore dangerous?

Everyone should relax about the two-toned lake bed. The darker color is clearly in the "splash zone" of the fountain. When the fountain is up and running full time, the difference in color will not be as noticeable, if at all.
And I'm quite sure they were completely aware of what they were doing when they painted it this way. To think this was some sort of mistake is pure ignorance.
