When (at what AADT) can traffic jams, under good conditions, begin to occur during rush hour on 2+2 motorway? Supposedly, the AADT on Cracow's beltway crossed 40.000 (in 2005 - 30.000 2+2, sadly, repaved in 2007, but they didn't widen it).

It depends on some variables, but congestion is mostly measured in vehicles per hour per lane. If it exceeds 1.800 v/h/l you will see congestion.

This usually occurs on motorways with more than 70.000 - 80.000 vehicles per day on 2x2 lanes, but it depends on truck volumes as well.

Not only that, the ring road has been in operation for 13 years now. It seems that most traffic is from the inbound routes, rather than circulating around the city. Ankara also isn't very developed close to the ring road.

Even tiny Slovenian town of Ankaran has more traffic than some parts of the 8-lane Ankara motorway ring.

Also, the inbound highways of Ankara are currently owned by Municipality, that's why these roads doesn't show in the maps of General Directorate of Highways.

Why is Turkey's border with Iraq busier than with Greece and Bulgaria?

are you sure for Bulgaria? they say that Edirne is one of the world's most congested border crossings.

for Iraq - i'd say because of many european trucks going in convos there
