HSR and Morocco is something very strange. Since when does time matter in Morocco?? I am not that sure saving two hours for a trip between Casa and Tanger is one of the most important things Morocco needs to solve. Who need to use this train weekly or even daily? Who really cares whether it takes 2 hours more or less?

Isn't there a business community for whom it matters? There must be... Tourists will take it as well because I suspect ticket prices will be rather cheap by Western standards.

Morocco is well known business-location? And tourists are interested in Marrakech, Fes and Agadir. Plus travel by bus and have time.

Most people prefer train over bus. In my list of options bus is at the very bottom...

Casablanca is the economical capital of Morocco, while Tangier is the fastest growing city. In addition the train will pass the capital and the the Atlantic Free Zone in Kenitra. This area is also the most densely populated area of Morocco. So the TGV can definitely be beneficial for this area. Especially due to the relatively cheap price it is being build with in Morocco.

There are also plans to extend it to the more touristic areas in the future, such as Marrakesh and Fes

You are either forgetting or not aware that a major source of funding is loans from European sources (government is paying outright only ca 25%). That money wouldn't be available for most other purposes.

My personal opinion is that transport infrastructure (not necessarily this project) is among the most important things a mid-development place like Morocco should be investing in. Better education would be the other thing. The limited amount of money available should be spent on something which will give economic rewards in the future.
