Last month, the mayor said the city may have a new city hall early next year if work on the seven-storey government structure will proceed as scheduled.

Contractor F.F. Cruz & Co. Inc. has reported then that the construction is “ahead of schedule.”

“If things go as planned and there are no hitches, we can have the new city hall by February 2011,” Mabilog said earlier.

Again, according to the city hall, they wouldn't be demolishing the said colonial era structure but would be using the surroundings as parking area. The building would be the location some city hall offices.

City needs P250 million more for new city hall

ILOILO CITY - The City Government will need an additional P250 million on top of the P368 million bid price of contractor FF Cruz to complete the new city hall building by June 2011.


City Mayor Jed Patrick Mabilog requested the City Council to work for the additional amount, which will be spent for some changes like converting the whole third floor earlier earmarked as parking area as office spaces for a second congressman of the city and other city hall offices.


The additional amount will also cover expenses for new office furniture, additional elevators, partitions, porcelain-tile flooring, solar panels as renewable energy sources and other expenses.


Earlier, the contractor advised the mayor that the contracted amount is only good for the construction of the shell building, with no additional amount for other expenses.


Mabilog said the new eight-storey city hall will be the most imposing new building in the city to be finished by June and to be inaugurated by August this year.


The building incorporates the design legacy of other heritage buildings here such as the façade of the University of the Philippines Visayas, the old Customs House, the Masonic Temple and the old city hall. (Lydia C. Pendon)

Councilor Perla Zulueta, chair of the committees on appropriations and ways and means, said the money will be used to fund the P294-million additional facilities of the building.

The new City Hall is funded by a P450-million loan from the Land Bank of the Philippines.

The winning contractor, FF Cruz Freyssinet Philippines bid P368 million to complete the project.

Of the P87 million left in the original loan, P30 million was used for variation orders in the project, leaving the city government some P50 million in available funds.

Zulueta said the P260 million additional loan from LBP will be enough to cover added amenities and facilities such as porcelain tiles, movable office dividers, solar-powered air-conditioning units and additional elevator.

The third level of the 7-storey new City Hall will be converted into office spaces instead of a parking area to accommodate additional city councilors if Congress approves the Iloilo City redistricting bill.

The initial estimates for the additional facilities was around P350 million but the City government trimmed down the amount by deleting some items quoted by project consultant Pacific Orient Management Corp.

With the approval of the authority to loan additional funds, Zulueta said the City government will enter into a negotiated contract with FF Cruz to undertake the additional works.

Zulueta said negotiated procurement is allowed under Republic Act 9184 (Government Procurement Reform Act) if the following conditions are met:

the additional work is contiguous to the existing or ongoing project;
the original contract was a result of a competitive, public bidding;
cost of the unit items in the negotiated contract is the same or lower than the original contract;
the negotiations must start before the original contract expires (in this case, February 28, 2011);
the contractor has no negative slippage.


“Even the initial estimate for the additional works pegged at P350 million is lower than the original contract which is P368 million. And the contractor has no negative slippage in its work. The only slippage is their collection from the city government because we have only paid P131 million to FF Cruz since the project started,” Zulueta said.

Zulueta said she also talked to Richelieu Belicena, LBP manager, regarding the new loan the City government will avail.

The terms of the new loan will be similar to that of the original loan: payable in 15 years (with a 3-year grace period on the principal); interest of 7% per annum which is only applied on very drawdown made by the city government.

“The bank is willing to lend us money because we have a very high loan absorptive capacity of P1.4 billion. This means that we can borrow and pay up to P1.4 billion,” she added.

The City Government will also not encounter any problems with the Commission on Audit (COA) as regards the plan to negotiate the contract with FF Cruz.

Zulueta said Iloilo City resident auditor Ofelia Demegillo advised her to inform and cite to COA the basis for entering a negotiated contract with FF Cruz.

“There is no need to seek permission from COA as long as we let them know the basis for negotiating the contract,” she added.

The City Government expects to occupy the new City Hall August 2011, in time for the city’s foundation anniversary.

The new city hall will incorporate the facades of four heritage buildings in Iloilo City – the old Masonic Temple, Iloilo Customs House, University of the Philippines Visayas and the old City Hall.

It will be located on the 2,100-square meter lot of the old City Hall across Plaza Libertad in downtown Iloilo City.

The City Government is currently holding office at the Robinsons Mall and Iloilo Terminal Market.

Bronze "Statue of Ilonggo Pride" to dot new Iloilo City hall




ILOILO CITY, Feb. 10 (PNA) – If the United States Capitol has its "Statue of Freedom," then Iloilo City will also have its own "Statue of Ilonggo Pride."

A bronze statue depicting prosperity and the hardworking Ilonggos will be mounted on top of Iloilo City’s new city hall building, according to Mayor Jed Patrick Mabilog.

The piece of sculpture dubbed as ‘Statue of Ilonggo Pride’ was designed by Ilonggo artist Edward Defensor.

The statue depicts a woman wearing a ‘patadyong’ and a ‘sablay’ made of hablon cloth and holding rice stalks and a scythe on her left hand.

The design at the front and side bases represents the main source of livelihood of the people in Iloilo which is agri-fishery (rice, fishery and sugarcane) while the back portion is the future industrial plan for the city.

Mabilog said that the statue will be made of pure bronze estimated to cost some P10 to P12 million.

The new city hall building is set to be completed within the year. (PNA)

Well, there's nothing new about what I'm going to tell you here since this was announced by the good Mayor, Hon. Jed Mabilog, in GMA's "Ratsada" and in an interview at RMN radio.

The "Lin-ay" that I'm referring to is actually the 15-foot statue of an Ilongga lady that wil be put on top of the dome of the new City Hall (fig. 05). Although nothing is definite about this yet, the good Mayor, it seems, is keen on making this an icon for Iloilo City. In fact he now calls it "the Icon of Ilonggo Pride".

The Mayor was actually inspired by what he saw in Washington D.C. on top of the dome of the Capitol--a twenty-foot statue in bronze of a lady which was later called "The Lady of Freedom" (fig. 06).

Well, my lady, is a composite of Ilongga ladies and a true Ilongga in all aspects. She is shown hugging with her right arm, newly-harvested stalks of rice, and in her left hand she is holding a scythe ("garab"), most common harvesting implement of the province. She is as well standing on a field of newly-harvested rice, all to symbolize the prosperity ("kauswagan") of the province and its great city of Iloilo. Her head is tilted up in a pose to symbolize hope ("paglaum"), and her entire mien symbolizes peace ("paghidaet") (fig. 04).

She's wearing a costume most associated with Iloilo--a Patadyong skirt and a sablay of Hablon. On her chest is an ethnic necklace symbolic of the rich ethnic culture of Iloilo, also a symbol of her being a descendant of the royal line of Datus and a denizen of Iloilo's internationally known folk-history(fig. 01).

The "Lin-ay" is standing on a squarish pedestal, festooned with ethnic designs, but most importantly, the four sides will be sculpted with images of the four major economic components of Iloilo--rice farming, sugar cane farming, fishing, and the industrial component (fig. 04).

She will be completely in bronze, and like the Lady of Freedom of Washington D.C. will also serve as a lightning rod.

Upon completion she will be the biggest statue in Iloilo City and the whole of Iloilo province, and our first important cultural edifice since the Arroyo fountain which was put up in the early 1900s.

Considering that we were, once upon a time, the second city of the Philippines, culturally and economically, second only to Manila, it is about time that we take back this title and show our pride to the whole world.

I'll end this with Becket's prayer: "As for the rest, Thy will be done".

I can't wait to see the final look of the building. After that, they have to renovate the whole Plaza Libertad to make the look of the area attractive to the tourists.
