The International Finance Corporation (IFC), World Bank's investment division, has become an active investor on the Romanian logistics market, also opening financing lines for the Constanta harbor, 'Europe's new Rotterdam'.

Romania is top of the list for all large logistics companies and, once Romania became an European Union (EU) member state, Constanta Port enhanced its attractiveness; according to the specialists in the field it 'has all chances to become a second Rotterdam in Europe'.

'All that means production facilities on this side of Germany's western border benefit of cheaper supplies through Constanta than through Rotterdam, therefore Romania has the chance to become the EU eastern gate for the world trade and we expect serious investments in the zone', appreciated Gerard Kuijs, general director of the Dutch consultancy company Archicom, one of organizers of the logistics seminar that took place last week in Bucharest, quoted by Capital weekly.

Kuijs thinks that in the years to come the value of goods annually transported from Constanta Port to the EU is expected to rise from 1.5 billion to 4-5 billion euros.

According to IFC, financing given to TTS will allow the company to benefit including of the experience and contacts of this financial institution in its search to expand on regional and international markets from Serbia, Egypt until as far as Columbia.

Antonio Stoean, deputy general director of TTS company, says the investment represents a refinancing and part of the money will be used for upgrading of a part of the tug boats fleet, adding that 14 of the 52 owned by the company at present have already been modernized in line with the European standards, with money from IFC as well.

The Transport Trade Services (TTS) is one of the main providers of logistics integrated services, railway and river transport on the Romanian market.

TTS Group concluded last year with a turnover of 39 million euros and a profit of 7 million euros. Main company's shareholders are businessmen Mircea Mihailescu (50.5 percent), founder and director general of the company, Ion Stanciu (14 percent), Viorel Stefan and Peter Hungerbuhler, both with 10 percent stakes each.

Trafic Media and Archicom are very pleased by the overwhelming interest for the second Logistics Seminar in Romania dedicated to Warehousing: different types for different purposes on different locations. More than 270 participants were the audience on this unique logistics event. The seminar background is to speed up the developments in the logistics field in Romania. The key ingredient of the seminar was to bring together international experience and local practice. The culture of the Romanians in general, and the knowledge of logistics and the supply chain available here in particular, demands specialised external knowledge. This and the great need for parties who are willing to make investments in Romania, where the base for the Warehousing theme.

More than 85% of the 270 attendees were supply chain managers and directors of Romanian companies. A high level of appreciation was expressed in the reactions to the program that emerged during the panel discussion and questions at the press conference. Great enthusiasm about this initiative, and particularly the quality of the attendees, was also expressed by the sponsors. As well as the content itself, the opportunity for networking in the exhibition area during the breaks was particularly valued by all participants. During the programme expert panels discussed about the latest developments, concepts, solutions, bottlenecks, issues and risks. One of the day’s conclusions was that there is a great need for state of the art warehouses and distribution centres on all logistics hotspots in Romania.

Some further conclusions during the seminar party based on the participant survey held by Archicom Srl.:

Distances in Romania are too large for trucking and therefore expensive;
80 % of all Logistics & Supply Chain activities fits in standard warehouses on multiple spots;
20 % of all Logistics & Supply Chain activities need a special designed solutions on predefined spots;
You can save a lot of money by building and using a sophisticated warehouse. For this you need to know exactly the Supply Chain position, logistics, the distribution process and the warehouse processes. On this base you have to define the warehouse requirements;
Logistics is everything, everything is logistics. If logistics is well organised this can be promoted as a major commercial tool for the company and country as well;
There is no location in Romania that fulfils all location requirements;
There are no locations (except for two) that are large enough to facilitate cluster(ing) demand;
There are no locations in Romania that have space and/or configuration to fulfil tomorrow’s demand. Romania will be the most important hub for the South East region in Europe;
Today Romania lacks an integral strategy towards coherent economic centres / hubs. In the next years for instance there will be an expansion to 5 - 6 million TEU (containers) in Constanta. For the fast economic growth the next 8 years Romania needs:
- Develop at least 5 industrial parks of over 400 hectares each
- High integration of value adding processes & logistics processes.
Consequently resulting in following Real Estate development forecast:
- Real Estate development of 4 million sqm of ‘new logistics with the majority
outside Bucharest region’
> 0,5 million sqm ‘supportive logistics Real Estate with the majority
outside Bucharest region
> 0,5 million sqm of new cold/conditioned Real Estate
> 0,5 million sqm ‘special purpose warehouse Real Estate
- Develop the infrastructure in the whole country.

Archicom S.r.l. and Trafic Media will jointly organise a further 4 seminars in the coming 2 years. The next seminar to be held in May 2008 about: “How to professionalize your supply chain”.

Over 90 cruise ships with more than 30,000 tourists will arrive this year at the Passenger Terminal in the Port of Constantza.

Until now, 62 cruise ships under Swiss, Bahamas, Finland, Greece, Turkey, Italy, Germany, Holland and Malta flags have announced their arrival in the Port of Constantza.

Constantza will accommodate this year, one of the most important passenger ships at this moment. Amongst them “Rotterdam” having 237.91 meters and a capacity of 1,000 passengers, and “Costa Victoria”, 252.91 meters specialized in luxury services in the Mediterranean Sea.

Will return also, ships from companies that already used our port as destination as Grand Circle ("River Adagio", "River Aria", "River Rhapsody", "River Explorer", "River Concerto", "River Discovery"), Costa Crociere ("Costa Victoria"), Thomson Cruises ("The Calypso", "The Emerald"), Oceania Cruises ("Nautica"), etc. The first announced ship will arrive at 19th March at the Passenger Terminal.

As a premiere, starting with April, a new cruise line will operate twice a week between Constantza and Odessa.

Oil Terminal crude terminal operator signed with Rompetrol Rafinare two contracts valid for 2008, whose overall value accounts for 11m Euro, according to the communicate issued by the company. The purpose of the contracts is the transit services for the oil products.

Asian boom increases demand for ships worth over €2 bln

Massive international demand for ships, due to strong Asian economic growth, has led to an increase in orders to Romanian shipyards worth over €2 billion. The production capacities of most Romanian ship builders are full until 2010-2012, against an acute personnel deficit.

“I estimate that Romania’s shipbuilding industry will deliver orders worth some €700 million in 2008, 5 percent more than in 2007,” said Gelu Stan, General Manager of Damen Galati shipyard and head of the Romania’s Anconav association of ship builders.

In 2006 Romania was third in terms of orders delivered, worth €570 mln. The Romanian market is dominated by international producers Aker Yards, Daewoo Shipbuilding and Damen.

Daewoo Mangalia, controlled by Daewoo Shipbuilding, owns contracts worth some €1.4 bln by 2011.

Bucarest, 21 fév (Rompres) - La Serbie est intéressée à investir dans le développement du port de Constanta (sud-est, à la mer Noire), a déclaré ce jeudi, à Bucarest, le président serbe, Boris Tadic, lors de l’entrevue avec son homologue roumain, Traian Basescu.

Selon M. Tadic, "la Serbie est intéressée à louer pour une période plus longue le port de Constanta" et prête à construire des ports au Danube, ce qui entraînera le développement des relations économiques bilatérales.

"Nous avons également discuté de l’oléoduc Constanta-Pancevo-Trieste. Nous sommes directement intéressés par l’infrastructure de ce projet. J’apprécie beaucoup l’activité des sociétés roumaines et des hommes d’affaires roumains qui déroulent leur activité sur le territoire de la Serbie", a-t-il dit.

M. Tadic a remercié la Roumanie du soutien octroyé en vue du développement de la région du Banat serbe.

"À la suite du développement de l’économie serbe, qui se réalisera, je l’espère, dans un avenir prochain, nos investissements en Roumanie augmenteront. La minorité serbe de Roumanie et celle roumaine de Serbie apportent une contribution importante aux relations de profonde amitié entre nos pays. Les représentants des deux minorités nationales prennent également part à nos entretiens", a relevé M. Tadic.

Afin de pouvoir honorer leurs contrats qui s’élèvent à 1,1 milliard de dollars (environ 833 millions EUR), les chantiers navals Daewoo Mangalia (sud-est) ont besoin de 2 000 salariés supplémentaires d’ici la fin de l’année prochaine, outre le personnel actuel, soit un millier de personnes impliquées directement ou indirectement dans l’activité de la compagnie.

’’Nous ne trouvons pas des ingénieurs et des techniciens dans le pays et ceux qui s’y trouvent ont une faible formation. C’est pourquoi, nous sommes amenés à faire venir du personnel spécialisé de la République de Moldavie, la Bulgarie, l’Ukraine, l’Ouzbékistan, la Chine ou le Vietnam. Même s’ils remplissent tous les critères imposés par la loi, la finalisation des procédures en vue de leur cooptation dure deux à trois mois, une chose inacceptble’’, déclare Jae Bong Lee, directeur général de Daewoo Mangalia Heavy Industries (DMHI), cité lundi par Ziarul financiar.

Daewoo Mangalia a investi à ce jour un million d’euros dans cinq centres de formation, celui de Mangalia étant ouvert au mois de septembre, les autres devant être inaugurés à la fin de ce mois.

La compagnie veut construire, également, environ 500 appartements destinés aux ouvriers du chantier, l’investissement étant estimé à 15 millions de dollars (11,3 millions EUR). Les dix prochaines années, le nombre des nouveaux appartements pourrait s’élever à 2 000.

La direction investira cette année environ 38 millions de dollars (environ 28,7 millions EUR), surtout pour l’extension des capacités de production des navires, alors que des investissements pour 30 millions de dollars (environ 22,7 millions EUR) ont été prévus pour l’année prochaine.

Le principal objectif en matière d’investissements du chantier naval de Mangalia est la conversion du dock de réparations de navires dans un nouveau dock destiné aux constructions neuves. Selon les représentants de la compagnie, les réparations de navires ne comportent plus d’intérêt en raison du taux de plus en plus élevé de pollution et du profit réduit.

Pour ce nouveau projet, qui s’étend sur une année et demie environ, la compagnie a acheté un terrain de 11 hectares à Mangalia, le montant de l’investissement étant de 30 millions de dollars (environ 22,7 millions EUR).

Daewoo Mangalia Heavy Industries est contrôlé par le groupe sud-corréen Daewoo Shipbuilding & Marine Engineering Co, qui détient 51 pc des actions, les 49 pc restants étant dans la propriété de la société 2 Mai Mangalia, détenue par l’État roumain.

COMVEX CONSTANTA Prelim Net Profit Up 76% in 2007


The preliminary net profit of the port operator COMVEX CONSTANTA, climbed by 75.6% to RON 16.1m RON (4.8m EURO). The turnover stood at 75.3m RON (22.5m EURO), 52% in 2007.

At least five companies have shown interest in the development of the project addressing the Danube – Bucharest Canal, where important amounts would be invested, so that it becomes navigable, as recently declared, in Constanta, by Transport Minister, Ludovic Orban, The Money Channel informs.

“It is a project abandoned by post–revolution political factors, without any clear rationales, as this is a project that raises the interest of reliable companies which are active in the field,” the Transport Minister said.

At this visit made by Transport Minister in Constanta Port, the Vice-President of the European Commission, the European Commisioner for Transports, Jacques Barrot, also participated. He expressed his full support for the development projects in the field of transport infrastructure and mainly ports, as well as for those related to river transport, Rompres informs.

The official declared that the maritime transport has significant importance because it accounts for 80 per cent of the transport made by water, and Constanta has a strategic position, important for the EU.

In a press statement, delivered at the venue of Constanta National Company Administration of Maritime Ports (CNAPMC), Jacques Barrot, outlined that the company preoccupations and plans for development are coincidental with the EU strategy in the field. In his turn, Minister Ludovic Orban reminded that the evidence for the EU support of infrastructure projects on Constanta port platform results from the approval of providing funds to the operational sector programme, worth EUR 4.7 bln, where there are projects addressing the construction of a road bridge at Agigea Harbour Lock, upgrading and increasing the railway capacity in the area of barge port, along with expanding the dam into the sea, investments for completing the consolidation works of the Canal banks, improvement of navigation conditions along the Danube, between Braila and Calarasi. Romania supports the construction of a grand speed railway between Budapest and Constanta, which would contribute to regional development, according to a government press release. The construction of such links, between Constanta –Bucharest and Budapest, requires investments of around EUR 10 to 12 M per km. The intention of the Romanian authorities follows the emergence of a European project addressing grand speed rail construction to link Strasbourg in France with Budapest in Hungary.

Rompetrol group plans to unload the first ship at the Midia marine terminal at the end of October.

“If this terminal is used at 82 percent capacity, meaning 300 days a year, we will unload 100 ships annually of some 160,000 tons each,” said Rompetrol officials.

The terminal will be an access point for the future Constanta-Trieste oil conduit, the former valuated at some €90 million, according to Rompetrol. The project began in June 2006.

The terminal is located 8.7 km offshore, near the Petromidia refinery. It can receive Suezmax class ships of up to 160,000 tons each. The maximum oil transfer capacity will be 14 million tons annually.

The FINANCIAL -- Midia Marine Terminal – company of The Rompetrol Group which is in charge with the construction of the crude oil offshore terminal in Midia harbour, the Black Sea - has selected Van Oord Offshore B.V., a Dutch company to be its general contractor, and the supplier of the basic equipment necessary to completing the terminal is also a Dutch company: Bluewater Energy Services B.V.

The value of the project Midia marine terminal is currently estimated to USD 90 million. The project was initiated in June 2006 and will be completed this fall.

“We have finished the technical project and the first equipments are to be supplied in April. All necessary licenses for starting the investment have been obtained, the geotechnical and geophysics studies with respect to the building site of the pipeline, both at sea and on land have been carried out and were based on a very comprehensive study carried out by Midia Marine Terminal Company. We analysed all environmental data available with respect to the wind, wave, water temperature, earthquake conditions. I can say that the project benefits from the most exhaustive environmental study and the best professionals in the field”, according to Tudorel Dumitraşcu, General Manager of Midia Marine Terminal Company.

The floating marine terminal for oil unloading is positioned at 8.7 kilometres into the Black Sea, in the area where Petromidia refinery is located. The terminal may receive crude tankers of maximum 160,000 DWT, of Suezmax class, the maximum transfer capacity will reach 14 million tons of crude per year.

When the project is completed, ships may unload oil by using a floating landing system connected to a submarine and land pipe linking to the crude tank park of Petromidia refinery. Compared to the route through Constanta Harbour, this project shortens by 33 kilometres the pipeline access route of oil between tanker and refinery, whilst achieving important cost reductions, of at least USD 4-5 / t. The crude will be pumped through the pipes of the marine terminal with a 7000 cubic metre per hour flow.

The project will enable the Rompetrol Group to become an important component of a crude oil supply chain from the Caspian Sea to Petromidia plants, ensuring an important oil flow for both the Romanian and Central European markets.

Asian workers sought for Daewoo shipyard in Romania: company

BUCHAREST (AFP) — A shipyard in Romania owned by South Korean conglomerate Daewoo plans to employ about 300 workers from Asia before the end of the year to overcome a labour shortage, the company said Monday.

"We have two reasons for taking on foreign citizens," the head of human resources for the company, Gemal Memetcea, told AFP.

"Firstly because of a lack of labour locally and after a number of qualified workers emigrated in the last few years, and secondly because of the cost of taking on Asians, which are 20 to 30 percent lower than Romanians."
He said 57 Vietnamese workers and 48 Chinese employees have already started at the shipyard in Mangalia, on Romania's Black Sea coast.

Eleven more Vietnamese are expected next week and another 125 are in the process of applying for visas and work permits.

The process of bring 20 Sri Lankans to Romania has already begun and another 50 from the South Asian island country are to follow before the end of the year, he added.

The shipyard employs 3,600 people with the gross monthly salary on average about 700 euros (1,000 dollars).

Romania -- an EU member state since January last year -- is suffering from a serious shortage of workers for the construction and textile industries and plans to turn to foreign labour to plug the gaps.
