The Danube Summit Conference and Exhibition is returning to the Romanian Black Sea Port of Constantza - the city where the event first convened in June 2002. The 4th Danube Summit, which runs from 4-6 June 2008, will take place at the port’s new Cruise Terminal, in the heart of the Port Area.

Officially supported by the Romanian Ministry of Transport and hosted by Maritime Ports Administration and Constantza County Council, Constantza’s selection as the venue reflects its leading position as a transit and hub port for the Black Sea region. Container throughput over the past five years has been spectacular, with some 130,000 TEU handled in 2002, rising to a forecast of 2.0 million TEU in 2008.

The most important infrastructure projects in the Danube region will be presented in the conference as well as the most up to date technologies concerning navigation, river port terminals construction and operation, connected logistic services and regular lines for transport on the Danube of both containers and bulk cargo. A major importance will be held by the development of the infrastructure of the Da-nube ports and their update to serve a continuously growing economy.

From this perspective, the sustainable development can not be conceived without the integration of transport projects and the development of the logistic zones, projects in which, the local communities and County Councils should play a dynamic role by attracting through specific facilities the developers of such projects as well as the structural EU funds. In this respect, for the first time in Romania, the PLATINA programme, the EU co-ordination platform for the implementation of the European Action Programme NAIADES, will be presented.

Commenting on the Port of Constantza’s role as the host port for the 4th Danube Summit, Constantin Matei, General Manager said, “The Port of Constantza is now one of the main distribution centres for the Central and Eastern Europe, offering many advantages to our customers. We see the Danube Corridor as a vital link in to this hinterland and we are looking forward to showing participants to the Summit the facilities that have been added since the first Danube Summit in 2002. With our recent accession to the EU, Romania is attracting a great deal of inward investment so the Port will continue its expansion and the development of links in to our hinterland.”

As with previous Summits, participation from Austria’s port and river shipping community has been a cornerstone of the Danube Summit’s continuing success. Manfred Seitz, Managing Director of via donau looks forward to its contribution. “via donau sees the Danube Summit as an important event for an active implementation of the European inland navigation action programme NAIADES in the Danube region.”

Conference themes
The principal theme of the conference will be “Danube and Black Sea Co-operation and Co-ordination”, with keynote presentations covering a range of issues relating to regional economic development and co-operation. Topics in the opening session will include: “Inland Waterway Transport in Romania”, “European Inland Navigation Policy – Focus on the Danube” and the “Role of the Danube Waterway for the Economic Development of the Region.” In addition, Manfred Seitz will explain what PLATINA, the EU co-ordination platform for the implementation of the European Action Programme NAIADES, will bring to the Danube Region.

The development of container liner services on the Danube has been a priority for several years. Presentations in Session 2 of the Conference will reveal the progress to-date, while a round-table discussion will review the issues facing the shipping and ports industry in providing developing new markets for container transport.

On the morning of Day 2 of the Danube Summit, the Conference divides into Parallel Tracks. Parallel Track A will focus on Regional Development and Co-operation, with presentations discussing Euro Region Black Sea, the Danube as a Gateway to the Black Sea Region, the Sava River Basin and Infrastructure Development. Parallel Track B will review issues relating to “Fleet and Personnel” and “Jobs and Skills”.

The River Danube’s infrastructure is critical for the development of Danube navigation – and, in a series of presentations, the means to improve the infrastructure in Austria, Romania, Hungary, Germany, Serbia and Bulgaria will be outlined in Session 4 of the conference.

The final morning of the Danube Summit will feature two sessions, reviewing technical and operational cargo handling and dredging issues. The cargo handling session will review technical developments in handling equipment, while the dredging session will highlight the latest environmental technology for dredging in Black Sea ports and on the Danube.

Exhibition and Networking Opportunities
Running in conjunction with the conference, the Danube Summit will feature an exhibition hall show-casing the latest developments in Danube and Black Sea shipping and ports. The Exhibition will be officially opened at 10:30 on Wednesday 4th June and will run until 13:00 on Friday 6th June.

In addition to the Conference and Exhibition, a full networking and social programme has been organised for participants. The programme commences with a Welcome to Cocktail reception on Tuesday 3rd June, with Gala Dinners arranged on the evenings of Wednesday 4th and Thursday 5th June. There is also an optional post-Conference tour for delegates wishing to visit the Danube Delta nature reserve.

Romania has a new project in the pipeline: it may become one of the destinations for the liquefied natural gas (LNG) with the associated opportunity of becoming one major player in the battle for resources. Considered by specialists to be a ‘futuristic’ project, the building of a LNG terminal in Constanta has been conformed, according to the ‘Evenimentul Zilei’ daily. ‘In addition to Nabucco and Constanta-Trieste, we support the building of a liquefied natural gas terminal at the Black Sea that may bring a major contribution to Europe’s energy security.’ President Traian Basescu stated at an energy conference. The gas would be supplied by Qatar, as promised by Emir Hamad bin Khalifa during his visit to Bucharest in March. The extremely high cost of building a terminal like that makes it impossible for it to be solely funded by the Government, the only chance being European money. The liquefied gas is an alternative to the gas pipelines, and it is transported in a liquid form. The feasibility study for the terminal costs EUR 20 M. In Romania, the gas will be brought from the Caspian Sea region through the Nabucco pipeline.

A focal point of the Danube Summit was the cruise workshop that took place on 6 June, which united Constantza's local leaders, including the Constantza City Council, the Port of Constantza, the Romanian Riviera Tourism Promotion Board, ship agents, tour operators, and the Romanian border police, plus Venezia Terminal Passeggeri and the Association of Mediterranean Cruise Ports (MedCruise). MedCruise Secretary General, José Campos, stressed the importance of the local players' collaboration in developing short- and long-term strategic plans towards the final goal, which they agreed was for Constantza to become a celebrated cruise port.

"This is MedCruise's first official visit to Romania and we are genuinely honoured to take part in the Danube Summit and its special section dedicated to cruise tourism," stated Campos. "In our view, Constantza Port, which became a member of MedCruise in 2007, is ready to serve as the gateway for many thousands of cruise tourists to enter Romania for the first time. Romania is a fascinating country ready to be discovered."

Campos spoke of the high growth rates in cruise passenger traffic at its member ports in the Black Sea, and in particular, at Constantza, which has seen maritime cruise traffic increase from approximately 1,500 passengers in 2002 to over 16,000 in 2007.

Holland America's MS Rotterdam is calling at Constantza this season and Costa Crociere is now returning to Constantza after an absence of several years.

Local tourism promoters and ship agents discussed the investments that have been made to improve services and facilities for cruise passengers calling at Constantza, including tailored shore excursions focusing on the region's diverse culture and history dating before the sixth century BC. Those present linked the development of cruise tourism with the growth of tourism in general and the economic development of the area.

"From the host port's perspective, the Danube Summit was a success", said Constantin Matei, General Manager of the Port of Constantza. "Compared to the 2002 edition, when 150 guests were present, this year the event counted with almost 300 participants and this means that the Port of Constantza is of great interest to the world of maritime and river transportation."

"The Port of Constantza offers all the necessary conditions for the development of cruise tourism," Matei continued, "but we depend on more than infrastructure. The cruise terminal has the capacity of 100,000 passengers, but last year only 25,000 river and sea passengers transited it. The number of passengers will grow when Constantza and Romania are seen as key tourist destinations. The cruise terminal is a gate, not a destination. We must develop tourist attractions for our country to become an interesting tourist destination, to offer them not only an attractive Constantza, but also an attractive Romania, and for this to happen, several institutions are now working together."

4th Danube Summit convenes where it all began: Constantza

The 4th International Conference and Exhibition Danube Summit 2008 took place in Constantza (Romania) in the new Cruise Terminal of the Port on 4-6 June 2008. Located within the main port area, the venue, which gathered almost 300 delegates from 17 countries, was selected in recognition of the positive progress the Port has made as the primary hub port for the Black Sea region over the last 5 years.

On 4-6 June 2008, 290 registered delegates from 17 countries - representing some of Europe’s most important transport companies and international organisations - joined the Danube community to convene for 4th edition of the Danube Summit Conference and Exhibition. This international event on Shipping, Ports and Logistics in the Danube Corridor and Black Sea Region, which turned out to be a great success, took place in Constanta, where the first Danube Summit had taken place back in 2002. A wide range of themes such as maritime and river transport infrastructure, new container markets on the Danube or the promotion of transport on the river were presented and discussed during the sessions. This fourth edition of the Danube Summit also provided the participants with an opportunity to present their local infrastructure projects, as well as the newest technologies in navigation industry, construction of river port terminals and their operation. Key actors and high-ranking officials of the Danube riparian countries seized this occasion to seek solutions for the future development of a sustainable and ecologically sound transport on the Danube river.

Mr. Reinhard Vorderwinkler represented the Federal Ministry for Transport, Innovation and Technology and gave a thorough update on the latest developments in Austrian infrastructure projects for the Danube.

via donau, following its tradition, worked closely on the conference programme in order to bring a balanced and topical programme featuring political personalities, industry experts, and cargo owners. The company was represented at the Summit by its Managing Director, Manfred Seitz, who presented for the first time the PLATINA project - the coordination EU platform for NAIADES Programme of the Danube Region as well as by Gerhard Gussmagg who presented an update of the COLD Study. Finally, Mr. Juha Schweighofer took the delegates on a virtual tour of the Cleanest Ship.

No reason was given for the extraordinarily early delivery of the two capesize vessels, which are scheduled to be handed over in mid-2010.

The first VLCC is slated for delivery at the end of 2010 and the second ship for a year later.

With this latest order, DSME has 46% of its 2008 order target of $16bn in the bag.

The world’s third largest shipbuilder looks certain to exceed 50% of its target before the end of the first half of the year if only because the $1.08bn it is due to rack up for containership orders from Maersk has yet to be included despite the market suggesting it is a done deal.

Mr Park said the company had entered a bidding process in April for four VLCCs that will eventually be ordered by Kuwait Oil Tanker Company: KOTC is expected to make a decision in the fourth quarter.

Nevertheless, the value of orders at the yard is down 17% compared to the same time last year. But this is unlikely to deter the growing list of companies awaiting the opportunity to gain a controlling interest in the company. Bidding for 50.4% of DSME is due to open towards the end of this year.

Rival shipyard STX declared its interest Wednesday, following the likes of Posco, Doosan Infracore, Hanhwa Group and Samsung Heavy Industries.

Starting in September this year, services will run under the name ILDE Line to examine the feasibility of an efficient and cost-effective connection. They will cover the route between the Port of Ghent and Romania’s port of Constanza on the Black Sea. Their cargo will be transferred onto barges and shipped up the River Danube to Romanian, Bulgarian, Hungarian and Serbian inland ports. These are the main transport nodes for cargo that is shipped to and from western Europe.

The new line will be handled by Fast Lines Belgium, in close cooperation with Agro Maas Belgium and Mainrom Line. Keppel to build GSP’s eco-friendly multi-purpose vessel for S$181 million

To be classed by the American Bureau of Shipping, this vessel will be designed and built to meet international environmental standards. Well-suited for unrestricted service worldwide, GSP’s new vessel is scheduled for completion in the third quarter of 2011, and will be deployed to the Black Sea and Mediterranean regions.

Mr Gabriel Comanescu, President of GSP’s parent company the Upetrom Group, said, “We are pleased to be working with a reputable shipyard such as Keppel Singmarine. With its proven track record, we trust that Keppel Singmarine will deliver a high quality vessel that will meet our offshore requirements.”

Mr Hoe Eng Hock, Executive Director of Keppel Singmarine said, “Customers are seeking more sustainable means of mining oil and gas, and we are seeing a gradual increase in orders for specialised ships that are environmentally safe.

“We are very pleased that the Upetrom Group has chosen Keppel Singmarine to build its latest eco-friendly multi-purpose vessel. Our strength in designing and building large offshore construction support vessels and our understanding of global environmental standards will put us in good stead to create value for our new customer.”

With accommodation for up to 290 persons, the heavylift / pipelay vessel will be equipped with three offshore cranes, the largest of which has a lifting capacity of 1800 tonnes, and it will be fitted with a 10-point mooring anchor system.

The machinery systems onboard will include three units of Voith Schneider propellers for main propulsion, five retractable azimuth thrusters for positioning, and a Class 3 certified dynamic positioning system. Some of the equipment will be supplied by the owner.

Keppel Singmarine is presently constructing two other pipelay vessels for a US customer, Global Industries.

The companies within Upetrom Group have activities in onshore and offshore drilling, oilfield equipment production, design engineering, as well as in the tourism sector. Today, Upetrom Group has more than 6000 employees and is operating worldwide with representative offices in various countries.

The contract is not expected to have material impact on the net tangible assets or earnings per share of Keppel Corporation Limited for the current financial year.

The Orsova-based Shipyard was set up in 1890, as a small workshop where there were repaired the ships which contributed to the construction of the navigable shipyard from the Iron Gates – SIP Yugoslavia and saw a constant development in time, knowing a spectacular evolution after 1991, when the workshop became the SC Naval Orsova SA (that is the Orsova-based Shipyard share company). The Orsova-based Shipyard is a company running 100% on private capital, with the shareholders being SIF Transylvania - 50%, SIF Oltenia - 12.13%, nonresident clients - 9.93% and other shareholders - 27.94%.

SNO has recently concluded 13 shipbuilding agreements, with three Dutch companies, worth 27.38 million euros in total, with the delivery having been scheduled for 2009. There were also concluded 8 agreements worth 17.86 million euros with the Dutch company Veka Shipbuilding BV, including the construction and delivery of four fluvial containers, of a pusher, two chemical tanks and a barge.
SNO has also concluded three agreements with Gebr De Jonge Shipbuilding, worth 6.16 millioneuros, for the construction of a fluvial container, of a pusher and a barge and two other agreements with Gebr de Jonge Shipbuilding and Breko Niuwbouw, worth 3.35 million euros, to build and deliver a tugboat and a barge.

Romania owns 100% of Santierul Naval Mangalia, which has a share capital of 5.27 million lei ($1.97 million/1.40 million euro).

Lurssen Lar Investment is part of ship and yacht builder Lurssen, set up in 1875.

There is no more important economic challenge facing Europe today, including Romania, than that of energy security. The United States is committed to assisting our friends and allies to diversify sources and means of energy supply. To that end, I am very pleased to witness the signing of this sizeable grant from the U.S. Trade and Development Agency (USTDA) to Romania’s Romgaz to study the feasibility of a Liquefied Natural Gas (LNG) terminal in Constanta.

Both the magnitude of this grant, as well as the presence of USTDA Director Larry Walther here with us today, are indications of the importance the United States attaches to this project, which, along with other initiatives throughout the region, will help to advance energy security both in Romania and throughout Europe.

2008 has been a heady year for Romania, with Bucharest playing host to the NATO Summit, the largest and most successful NATO gathering of its kind. The grant being signed today is another significant milestone. We are hopeful that this feasibility study will lay the groundwork for actual construction of an LNG terminal, which would ensure more secure supplies and enhanced competition in Romania's domestic market for natural gas.

If realized, this project, together with the proposed Nabucco pipeline project, would allow both consumers and wholesalers to purchase gas from the lowest cost sources and help create a true pan-European market for natural gas. Predictable energy supplies are too important to be left to the whims of any one supplier.

Access to LNG would create many new options for Romania, allowing it to tap into the burgeoning world market for LNG and to source gas from the cheapest supplier. The growth of LNG production and distribution in recent years means that eventually LNG will trade on a world spot market like oil. When this happens, traders will set the price like any other commodity, and gas will no longer be solely dependent on long, fixed pipelines and inflexible contracts. More options mean that countries won't have to accept a price as dictated by one supplier, because they will be able to seek better prices elsewhere. This very real possibility has driven the creation of a ring of LNG terminals around the Mediterranean as well as in northern Europe. It may not be too long before the Black Sea follows suit.

The United States welcomes competition in energy markets. It is only through competition that the best price and most secure energy supplies are guaranteed. This project directly supports this vision. I applaud the Government of Romania and Romgaz for their steadfast support in moving this project forward, and for their shared commitment with the United States to advancing energy security. I wish all parties in this important endeavor continued success. Thank you!

COMVEX CONSTANTA doubled its turnover in this year’s first nine months

Comvex Constanta, the largest bulk raw material handling terminal in the Black Sea area, doubled its turnover in this year’s first nine months, to RON 111.5 million (€29 mln), due to contracts signed in the third quarter and larger quantities of goods handled, the company’s Chairman of the Board, Viorel Panait, told Business Standard

The company’s total revenues soared 109 percent in the January-September 2008 period, to RON 113.69 mln (€29.61 mln), while expenses surged 111 percent, to RON 83.31 mln (€21.7 mln) year-on-year.

Comvex’s main shareholder is Bucharest-based Solidmet, with a 53.94 percent package, while Expert Placement Services Limited owns a 35.69 percent share.

EU funds for a dam deeper in the sea in the Constanta Port
