The company has offered for the execution of works a price of EURO 19.444.472,09. The road bridge over the canal will connect the South part of the Port of Constantza with the Bucharest – Constantza highway and will also connect the North part of the Port with the South part, being necessary in order to relieve the heavy traffic from the areas of Constantza.

New service provided by CSCT - loading export cars into RO-RO vessels

EC approves financing for the extension of the northern breakwater of the Constanta port

While getting Caspian and Central Asian gas to Europe bypassing Russian soil has proved difficult, that’s not because of a shortage of ideas.

The latest alternative to the long-stalled EU-backed Nabucco gas export pipeline is Azerbaijan’s intention to export national gas across the Black Sea in the form of compressed natural gas (CNG).

Georgia also takes interest in Azerbaijan’s intentions to diversify gas export routes and options to Europe because any route finally goes through Georgia.

Speaking to bne (www.businessneweurope.eu), Georgia’s first deputy minister of energy, Mariam Valishvili, said her government hopes to offer an alternative route to the European market for Azeri gas with the construction of a CNG export terminal on the country’s Black Sea coast.

Valishvili explains that Azerbaijan and Romania recently signed an agreement for the export of Azeri gas arriving in Romania as CNG to Europe, for which a CNG export plant in Georgia would be an essential component.

"We want to be part of that corridor," she says, explaining that gas could be supplied through the existing BP-operated South Caucasus gas Pipeline, which is already carrying Azeri gas to Turkey via Georgia, and carried to the coast at Supsa, a Black Sea port city in western Georgia, through existing soviet-era lines which are currently being rehabilitated. There the gas can be turned into CNG in a plant with an initial capacity of between 5bn-10bn cubic metres per year (cm/y), she says.

That gas will then be shipped by special CNG tankers across the Black Sea to the Romanian port of Constanta, where Romania’s state gas company Romgaz is already developing plans for a CNG import terminal.

Stressing that the project is still very much in the early stages and that both formal talks with Azerbaijan and a full technical feasibility study have yet to be launched, Valishvili explained that if given the go-ahead, the route could also be used to export gas from other Caspian region suppliers including gas-rich Turkmenistan, which currently has to export most of its gas through Russia. "In that case, the plant could be expanded to handle anything between 15bn–30bn cm/y," she said, adding that in that event CNG could be sent to terminals other than in Romania.

In addition to expansion of gas export through pipelines, Azerbaijan has recently takes great interest in exports CNG to Europe by avoiding high transit charges. Also, the State Oil Company of Azerbaijan Republic (SOCAR) owns a Black Sea terminal, Kulevi, in Georgia.

As part of President Ilham Aliyev’s visit to Bulgaria in November 2009, the Ministry of Industry and Energy of Azerbaijan and the Ministry of Economy, Energy and Tourism of Bulgaria signed a memorandum on cooperation which provides for many areas of cooperation, including the supply of compressed natural gas to Bulgaria, and the implementation of the Southern Corridor Project.

“Natural gas will be transported by tankers to the port city of Varna in Bulgaria. Azerbaijan hasn’t carried out such transportation before. This is a new way for us. In this regard, both sides will set up working groups, conduct research and analysis. Some related projects and proposals have already been submitted to the Ministry of Industry and Energy of Azerbaijan and SOCAR,” Minister of Industry and Energy Natig Aliyev told a press conference after the trip to Bulgaria.

Azerbaijan also held similar negotiations with Romania.

In the same month, SOCAR President Rovnag Abdullayev also said the company is exploring the option of converting natural gas into compressed form at its Kulevi Terminal in Georgian coast of the Black Sea and send by tanker to Bulgaria and Romania where the compressed gas can be pumped into pipelines to reach the European market.

If found feasible, SOCAR will build a plant at Kulevi Terminal to convert natural gas into compressed natural gas known as CNG, he added.

Constanta Harbour Administration Company will allocate around 18 million euros for the development of the harbour railway capacity, Transport Ministry informs.

Constanta Harbour initiated the procedures for assigning the contract on surveillance technical assistance for the conduct of works on the project titled ‘Development of the railway capacity in the river-maritime sector of Constanta Harbour’ and for the engineering and execution of the project.
The consultancy contract proceedings will be started on May 15, 2010, the term of the contract unfolding over 36 months as from the tender date. The contract refers to consultancy services for the surveillance of industrial railway works execution.

The estimated initial cost of the contract is 585,000 euros, without VAT, and it will be funded from budget sources and European structural funds. The purpose of the investment is to improve the river-maritime area exploitation by building, as a first step, a railway system that should serve the current and future operators until 2020.

Law on building fun harbour at Mamaia promulgated

Last October, the Senators approved the building of an amusement harbour in the Mama Romanian Black Sea resort, and passed to the Constanta Council’s management a state-owned plot of land that used to be under the management of the Dobrogea Litoral Directorate of the Romanian Waters National Administration.
According to the draft law’s text, it deals with a 2,129 sq.m. land and only 250 of them represent the beach and 1,879 sq.m are out to the Black Sea. A pontoon and a wharf for the entertainment ships are to be built on the land.

A project to connect the North Sea’s ROTTERDAM PORT with Black Sea’s CONSTANTA PORT

The Netherlands is interested in starting a project to connect the North Sea’s Rotterdam port with Black Sea’s Constanta port through the Rhine-Main-Danube route.

Part of the pan-European transport corridor VII, this inland waterway will need considerable investments in rehabilitating the rivers to become navigable all year long, including during a drought. Romania has announced its willingness to spend 70 million Euro for this project, which has been stalled for several years. “This is a strategic project for Europe, Romania and especially The Netherlands, but there has to be a political will coming from all seven countries involved - Romania, Bulgaria, Serbia, Hungary, Austria, Germany and The Netherlands,” says Hans Smaling, head of the economic and commercial section at the Embassy of The Netherlands.

Once a political agreement is decided, other technical challenges will follow, including the unification of traffic rules on the Danube and the Rhine, adjustment of legislation in all countries, establishment of tariffs and type and country of origin of vessels entitled to cross. To back this up, Romania needs an integrated approach in which to develop the port of Constanta, the city and the industry in the area, adds Smaling.

At the beginning of 2011, Hungary will hold the rotating Presidency of the European Council and Romania has pushed its neighbour to put this project high on its priority list.

"The port of Constanta obtained European funding for carrying out some major investments: the extension of the offshore breakwater and the construction of the 1,050 meter bridge over the Danube - Black Sea Canal. I must also tell you that private investments over 2009 - 2010 in the Port of Constanta will reach 750 million dollars," said Balan.

'The Constanta Port Day in Krems", organized in Austria by the National Company Constanta Maritime Ports Administration, gathered 200 representatives of numerous Austrian transport and logistics companies, as well as from the Constanta Port business milieu.

Daewoo Mangalia has not signed a contract since 2008, but expects 442m-euro turnover

Daewoo Mangalia Heavy Industry (DMHI), the biggest shipbuilder in Romania, has budgeted a 600 million-dollar (442 million-euro) turnover for this year, up 13.2% against last year, although the shipyard has not sealed a shipbuilding contract since the end of 2008. However, the high number of orders accumulated before the crisis will enable the company to work at capacity until mid next year.

"In 2009 the number of contracts sealed internationally amounted to 15% of the previous year and they were mainly sealed in Asia (Korea, China, and Japan).

As for Daewoo Mangalia, we have not signed any new contracts, both because of market conditions, and because of the price, which, for big commercial ships, fell by 35-40% last year," says Dan Marin, marketing manager of Daewoo Mangalia.

Company representatives say even if they had orders, the low price of ships would stop them from conducting a profitable business, with production costs currently exceeding the price of a ship.

Last year, Daewoo Mangalia saw its turnover up by about 26%, to around 530 million dollars (381.4 million euros), but continued to record losses, which in 2008 amounted to 430.3 million RON (117.2 million euros).

Constantza Port Day in Krems, Austria, the 5th Edition

To this aim, we intend to build Piers 3 and 4 South, which represent approximately 50 ha of new territory gained from sea and a potential to develop new specialized terminals ", the Secretary of State Marin Anton stated. Among the objectives of the Romanian Ministry, the continuation of the works on the Danube - Bucharest Canal represents a challenge. The contract to update the feasibility study and technical survey was signed in September 2009 with the deadline September 2010. To finalize works on the Danube - Bucharest Canal the concession of works will be considered. The Secretary of State underlined: "The Ministry of Transport and Infrastructure is actively involved in developing the Strategy for the Danube Region. Romania's official position for the Danube's European Strategy was approved by the Government in March 2010". In the transport field, Romania has the following goals: to ensure optimal conditions for navigation on the entire course of the Danube, all year around; to modernize the Danube ports and access infrastructure; to transform the ports into logistics centers and integrate them into the intermodal transport system, to ensure the connection of the cities along the Danube; to resume the project to connect Bucharest to the Danube by continuing works at the Danube - Bucharest Canal; to connect Bucharest and Constantza at the high speed railway Budapest - Bratislava - Strasbourg - Paris. The General Manager of the National Company Maritime Ports Administration SA Constantza, Mr Ioan Balan, declared that this 5th edition once again has proven the importance that the two countries, Romania and Austria, place on the fields of transport and logistics. The General Manager presented the development strategy of Constantza Port, opportunities and facilities offered to the port's clients, investments and perspective plans. "The unfavourable situation at world-wide level has also affected the transport of goods between Constantza and Austrian ports, but I think if we join our efforts we can get over this situation more easily. The strategy promoted at European level sustains transport on the Danube and it is our joint interest to create favourable conditions to develop the traffic between Constantza and Austria's ports", Mr Ioan Balan said. The Manager of National Company Maritime Ports Administration SA Constantza underlined the fact that Constantza Port has good news even in this difficult economic period. " The Port of Constantza has European funding to achieve some major investments: to extend the outer breakwater by 1050 meters and to construct the bridge over the Danube -Black Sea Canal. I must also say that in 2009-2010 the value of private investments reached 750 million dollars";, Mr Ioan Balan added. He presented the Austrian businessmen the advantages of Constantza Port, underlined the importance of the Danube for a better cooperation between the countries of Central Europe and those in East Europe. The audience could learn about the investments that are currently run, future projects, development plans of private companies operating in the port and could identify the opportunities that Constantza Port offers. The General Manager of National Company Maritime Ports Administration SA Constantza expressed his hope that soon new lines of transport will be established between Constantza and Austrian ports, to exploit the potential of river transport, considering the attention the European Union places on the Danube River. Wednesday, April 14, 2010, a Protocol of cooperation between the Ports of Constantza and Krems was signed by the General Manager of National Company Maritime Ports Administration SA Constantza, Ioan Balan and the Manager of Mierka Donauhafen Gesellschaft, Hubert Mierka. Through this protocol the signing parties intend to identify and analyze the cargo flows between the two ports , to permanently exchange information in the field of transport and potential facilities , to mutually promote and to identify the possibility to participate together in European Union projects, following the main lines of the Danube Strategy. The European Strategy for the Danube Region represents a coherent framework of cooperation, which will contribute to the implementation of the objectives of economic growth of the European Union. This will support the implementation of new technologies regarding the development, maintenance and protection of the Danube to become a commercially attractive river, an environmentall friendly transport waterway compatible with the existent ecological system. Participants to the event had the ocasion to meet potential business partnes and identify common interest fields in transport.

East Point builds biggest grain terminal in Europe
- about 35m EUR for completion of silo in Constanta -

- After its capacity is increased, the terminal will be receiving over 4m tons of cereals instead of current 2m tons, which is the annual quantity of cereals transported via Constanta. Our country will also benefit from the expansion of the silo and I expect Serbia to export between 5 and 6m tons of cereals per year, but that does not mean that the whole quantity will be transported via Constanta. Romania also has a big potential since it currently produces 18m tons of cereals and exports about 3 to 4m tons. It plans to increase production to 40m tons, and most of these cereals will be delivered to our silos - said Drakulić.

Let us remind that East Point invested 2.7m EUR in grain terminal near Romanian town of Đurđu in May 2009. That terminal will be the place for collecting crops from Romanian and Bulgarian fields and exporting them to the Mediterranean market. The capacity of the silo (if wheat is stored) amounts to 5,000 tons, but it can be easily increased to 12,000 tons. It is capable of keeping and processing all types of cereals, as well as sunflower and oilseed rape.

The announced expansion of capacities in Constanta and the existing silo in Romania will put East Point Holding on the top of the chain of the purchase of cereals in quite large Romanian-Bulgarian zone.
