Not quite exactly, Chris. In the article is stated: Úsek rýchlostnej cesty bude pre motoristov sprístupnený v priebehu septembra., what means, that R2 Ruskovce - Pravotice will be according to this news opened in September. The November date is so far valid for the R2 section Zvolen východ - Pstruša.

It seems https://en.wikipedia.org/wiki/R2_expressway_(Slovakia) is out-of-date, but I don't read Slovak well enough to confidently fix it.

Right, but new elections, new transport minister, other matters probably too... Seems, however, that September is final date, photos from March, couldn t find something more up to date...

The problem with many European road articles on the English Wikipedia is that they're created once and often not materially updated for years. There don't seem to be dedicated editors on those topics, often these articles are created by people interested in the country, but they tend to have fewer knowledge of roads. American roads are much better covered and updated on the English Wikipedia.

The Dutch-language articles on European roads are even worse, most of them consist of a bot-generated infobox and extremely limited other information, often not more than 1 line of text (from A to B with X length).

...says someone who quite clearly has the expertise to be a Dutch roads editor on Wikipedia and quite possibly create a European roadgeek community there as well.

I know, but I don't like the Dutch Wikipedia, their only goal is to create as many articles as possible (they've been in competition with the Swedish Wikipedia with that) and I don't like the Wikipedia policies, they prefer incorrect news reports over scientific / government reports (the 'original research' issue) and they want to maintain outdated exonyms all the time. In many cases the only (lengthy) discussion on talk pages of geographic entries is about the naming of it.

I did some editing on Dutch Wikipeda, but got turned off by being slapped with guidelines on the first few edits. It's not really welcoming. Despite the large number of articles on the Dutch Wikipedia, many Dutch prefer the English one, apparently Dutch users have some of the highest rates for using Wikipedia in another language. The Dutch Wikipedia also has one of the worst 'article depth' rates of any large Wikipedia. A lot (over half) of pages are just bot-created, they have far too few active members to control and update all those articles.

Slovakia's probably biggest traffic jam so far, last Friday due to several minor accidents. Appr. 30km long, 2 hrs of waiting time:

There are some concerns regarding three recent tenders, that they may be overpriced. The bids are also unusually close together.

* D1 Prešov Bypass: three bids between € 365 and € 367 million
* D1 Budimír - Bidovce: five bids between € 197 and € 252 million
* D3 Čadca-Bukov - Svrčinovec: three bids between € 239 and € 249 million
Kovalčík also points out small differences between 3 and 4 percent among individual bids in two tenders. Between years 2010 and 2012, the differences between the lowest and highest bids were from 20 to 40 percent.

“The difference of 3-4 percent in all bids in two current tenders is exceptionally unusual in such constructions,” said Kovalčík. “This indicates that it might have been only pretended that there were tenders.”

This pertains to two bids to build the D3 stretch and the D1 Prešov stretch while the third tender for the D1 Budimír-Bidovce stretch generated a competitive bid, according to Kovalčík.

The D4 + R7 concession reached a financial close today.

The concession is based on availability payments, the state will pay Cintra € 52.8 million per year during the concession period for the construction of 60 kilometers of motorway. This is lower than anticipated, they save € 127 million over the duration of the concession period.

Availability payments quickly become the dominant PPP form in Europe. Under such a structure, a fixed annual fee is paid by the government to the contractor over the duration of the concession. These payment structures result in low risk for both the contractor and the taxpayer, compared to shadow tolls, which was a popular financing structure in countries like Portugal, the Netherlands, Spain, Germany and the United Kingdom. With availability payments, the contractor has a steady flow of revenue, not depending on actual traffic usage. This is a lower risk for the government, in the past shadow tolls were based on traffic forecasts that turned out to be too low (the government had to pay much more shadow tolls than anticipated).

On 12 July the 2nd tube of 2.3 km tunnel Ovciarsko (D1, Hricovske Podhradie - Lietavska Lucka next to Zilina) was bored through.

But the whole section will be delayed by several months due to problems in tunnel Zilina, which still isn't bored even though it's only 687 meters, but there are difficult conditions and repeating collapses (cave-ins), so the progress is very slow...

Also last week NDS accepted offer from Skanska for section D1 Budimir - Bidovce (near Kosice), so if no one from the others will object within 14 days, they can sign the contract.

No info about other tenders.
