That was exaggerated, as is the norm in Top Gear. In that supposedly empty neighbourhood, I saw an obviously open branch of Santander. There are lots of empty houses in Spain, for sure, though.

No sign of any Slovenian EU star sign on the Croatian border - only Republika Slovenija and the EU sign.

Definitely Slovenija with the EU stars exists on the Austrian border however.

I saw Top Gear in Spain, it was sooooo fake and exagerated! XD. But really cool and funny anyway.

The road they said it goes nowhere... actually takes you to the most important ski resort in Spain, Sierra Nevada / Pradollano, with millions of visitors every year, there are even traffic jams in winter!

Top Gear is an entertainment show which happens to talk extensively about cars. It's not particularly serious and reliable even when cars are concerned, less so when it touches on anything else. They do happen to stumble upon some interesting stuff from time to time, though...

Not sure about Estonia. I checked two former border crossings and didn't find EU signs.

EDIT:

In Poland, at the border with Ukraine you will find theese typical EU signs:

Huh... I thought I knew this by heart, but actually, I learnt something today as well - the continuous part. I actually thought the Russia-Kazakhstan border was slightly shorter than the Canada-Lower 48 one. Thanks!
