PAIC to set up rice processing unit
Punjab Agro Industries Corporation Ltd, a premier organisation of the Punjab government, has been appointed as nodal agency for setting up an integrated rice-processing unit in Patiala. The plant will manufacture basmati rice, noodles, flaked rice and other products. Further details on the Rs 180-crore project are being worked out, although completion date is not yet scheduled.

Ascot Hotels to set up service apartments in Punjab
According to a report in Financial Chronicle, Ascot Hotels and Resorts, co-promoted by the McDonald’s India franchisee group, is on an expansion spree. The company plans to set up service apartments in Amritsar and Jalandhar by end 2009. The group intends to position the service apartments as high-end resorts and will primarily cater to travelling NRI's and pilgrims. The company is expected to invest heavily in the next few years to tap the tourists visiting India for the 2010 Commonwealth Games.
At present, they have a service apartment in Manesar near Gurgaon. The service apartments planned in Jalandhar and Amritsar, will have 108 rooms each. The one in Amritsar will be set up on top of a mall. The company has already acquired land for these projects. They are expected to be rolled out by late 2009. Punjab to spend Rs 300 cr for municipality revamp
Money earmarked for various committees and panchayats.
The Punjab government has earmarked Rs 300 crore for various municipal committees and nagar panchayats. Referring to the re-organisation of the blocks and tehsils in the state, Chief Minister Parkash Singh Badal further stated that all the 141 blocks, 77 tehsils and 76 sub-tehsils would be revamped to ensure a balanced growth in the new model of rural development. The chief minister also announced that the state government had taken in-principle decision to develop Attari in the border district of Amritsar as a new block. He said that the funds to the tune of Rs 300 crore approximately would be given to the 128 municipal committees and nagar panchayats within 15 days to undertake various development schemes in order to upgrade existing infrastructure of street lighting, tubewells and roads. He said that 26 municipalities under category-I would be provided Rs 3 crore each, while 41 and 27 municipalities under category-II & III would be given Rs 2 crore and Rs 1 crore, respectively. Besides, Rs 1 crore would be spent each to 34 nagar panchayats for the execution of development activities. Badal also revealed that five corporation cities had already been sanctioned a sum of Rs 550 crore for the integrated urban development of Amritsar (Rs 165 crore), Jalandhar (Rs 101 crore), Ludhiana (Rs 100 crore), Patiala (Rs 80 crore) and Bathinda (Rs 99 crore). This apart, the Housing & Urban Development Corporation (HUDCO) had sanctioned a loan of Rs 500 crore for water supply, sewerage and sewerage treatment plants in the rural segment of the state, Badal pointed out. The state government had already sanctioned funds worth Rs 850 crore for water supply, sewerage, sewerage treatment plants and other schemes like slum development. Referring to the allocation of the Rural Development Fund, the chief minister said that Rs 4 crore each would be disbursed in each assembly constituency, thereby totaling to Rs 334 crore. He also mentioned that 9,100 kms of link roads had been repaired at a cost of Rs 876 crore and 1,700 km of new roads with 20 km each in every assembly constituency worth Rs 300 crore had been laid down during the current year. Panel on Amritsar airport set up
A committee headed by the Minister for Youth Affairs and Sports, Dr M.S. Gill, has been set up to suggest measures for improving Amritsar airport and connectivity to and from there. The decision to set up the committee, which has been asked to finalise its recommendations within one month, comes after several international airlines have said that they will withdraw regular services from the city.
From early February, Singapore Airlines is to stop operating its Singapore- Amritsar flight, while Jet Airways is also planning to withdraw the Amritsar-Birmingham flight from early December. The airlines cite the high airport costs and the dip in international traffic from Amritsar as being the primary reason for withdrawing flights from the city. Global Mall for Hoshiarpur soon
New Delhi-based Spirit Global Constructions Ltd, with a project portfolio that spans 3.5 million sq. ft and worth Rs 1,000 crore, plans to develop a luxury commercial complex 'Global Mall' in Hoshiarpur, Punjab. Located on the Hoshiarpur-Chandigarh highway, it is among the company's several premium projects.
Talking to Projectmonitor, Jitendra Singh, Assistant Manager-Marketing, said, "The mall will come up on a plot of 7 acres, and the actual built-up area is 5.5 lakh sq. ft. A team of architects and planners are working on designing and planning the complex. We are not yet sure how many floors it will have, and the project cost is yet to be decided. The building will have facilities such as anchor stores, restaurants, gymnasium, banquet hall, business centre and much more. However, we have changed the plan of housing a multiplex in the mall. Our general manager is handling matters like documentations and certificates." Some of the key features include high-speed escalators and elevators, central air-conditioning, firefighting system, 100 per cent power backup and continuous water supply. "We expect the construction to begin in the next five to six months, and the shopping mall should be commissioned by 2010-end," added Singh. A chain of Global Malls is coming up in other cities in Punjab, too, such as Ludhiana, Zirakpur and Panchkula. Commercial projects are planned in Okhla and Jasola in New Delhi, and the company is on the verge of exploring the hospitality sector as well with hotels on the anvil in New Delhi and Jaipur. Punjab accelerates private power initiative
Punjab has furthered its drive to add power capacity through the tariff-based competitive bidding route. Nodal agency, Punjab State Electricity Board, has now proposed to set up a mega 2,400-mw thermal power project near Gidderbaha in Muktsar district. This would be the third project being offered under the competitive route after the 1,980-mw Talwandi Saboo and the 1,200-mw Rajpura projects that have either been handed over to private sector developers or are in the finalisation process.
K.B. Kansal, Director, PSEB, told Projectmonitor over phone that the process of land acquisition in the villages of Ghagga, Therie and Babania has begun for the Gidderbaha project. "Section 4 (of the Land Acquisition Act, 1894) has already been applied," he said, symbolising the onset of the land acquisition process. PSEB has formed a shell company Gidderbaha Power Ltd, to undertake pre-project work like land acquisition, securing clearances, etc before it is transferred to the selected private developer. PSEB is inviting requests for qualification up to December 19, followed by soliciting proposals from shortlisted developers. PSEB does not plan to hold a bidders' conference at the RfQ stage, but would do so at the RfP stage, Kansal observed. Through the tariff-based route, PSEB awarded the 1,980-mw Talwandi Saboo project in Mansa district to Sterlite Energy Ltd, earlier this year. The state government has handed over the land, and project mobilisation has begun. Meanwhile, the 1,200-mw Rajpura project is in a rather speculative state with Lanco Infratech emerging as the sole financial bidder, despite the fact that there were multiple bidders at the technical stage. "The matter is now with the Punjab State Electricity Regulatory Commission and we are awaiting its decision," Kansal said, explaining that no timeframe could be given for formally awarding the project, and that the future course of action could not be determined at this point. Interestingly, the Rajpura project has endured teething troubles, first about land acquisition issues that eventually led to the project relocation and then the bidding process being cancelled on three occasions on technical grounds. These hurdles notwithstanding, PSEB is progressing well with the acquisition of 1,100 acres near village Nalash. Punjab currently has no large thermal power projects by private sector companies; their presence limited to a few renewable energy projects, mainly biomass. The three aforementioned projects aggregating around 4,600 mw, for which Punjab will be the sole procurer of the power generated, constitute a large part of the state's capacity addition plan for the 11th and 12th Plan periods, apart from ushering the supercritical technology era in the power sector. In another favourable development, GVK Infrastructure Ltd is moving ahead with its 540-mw Goindwal Sahib project in Amritsar district - Punjab's first independent power project. While order for the main plant equipment has been placed on Bharat Heavy Electricals Ltd, the company also recently announced that it was raising Rs 240 crore for the project, taking it towards financial closure. The 2x270-mw coal-fired project is now likely to fully commission only in the early part of the ensuing Plan period. The project, first announced in 1999, was delayed due to issues relating to environment and the power purchase agreement. The growing energy demands in Punjab warrant large scale power capacity addition. The northern state suffered an energy deficit of 9.7 per cent in the first seven months (April to October) of 2008-09, up from 8.4 per cent in the whole of 2007-08. Energy availability in the said months of this fiscal year was 24.308 billion units. As of October 31, 2008, Punjab had a total installed capacity (including renewable energy sources) of 6,823 mw, with state government accounting for 74.3 per cent and Central agencies, 25.1 per cent. RfP for bus terminal, commercial complex
Punjab Infrastructure Development Board and Greater Mohali Area Development Authority have invited RfP for development of a state-of-the-art bus terminal-cum-commercial complex at Mohali, Punjab, on DBOT basis.
The facilities envisaged are bus terminal and related passenger facilities (mainly a transit bus terminal for northern Punjab, Himachal Pradesh and J&K buses) and a commercial complex that will include shopping mall, multiplex, food courts, hotel, restaurants, hypermarket, retail showrooms, and banks and ATMs. Feedback Ventures Pvt. Munish forays into realty with royal city
Ludhiana-based Bhasin Infrastructure Company Ltd, part of Munish Group, is establishing a township in Ludhiana named 'Rajgadh Estates'. This also marks the foray of Munish Group, primarily a manufacturer of scaffolding systems, forges, flanges and pressings, into the real estate sector.
Speaking to Projectmonitor, a senior company official said that the project township would be spread over 70 acres of land, approved by Punjab Urban Development Authority. Construction work has already commenced and the facility is likely to be ready in the next four to five years, he said. A distinguishing feature of the township is its Rajasthani theme, the official observed. The 'Rajgadh Estates' to be built in red sand stone will comprise villas, apartments, swimming pools, clubhouses and green amenities like sewer treatment plant, rainwater harvesting system etc. Singapore based DLQ & Associates have been appointed as landscape architects while the theme was developed by Gherzi Eastern Ltd. China offers to share technical expertise with Punjab
China Friday offered its technical expertise to Punjab in the field of agriculture and dairy farming. This offer was made by Chinese Ambassador to India Zhangyan, who called on Punjab Coopertion Minister Capt. Kanwaljit Singh at his residence here. Zhangyan further offered the Cooperation Minister to lead a delegation to China to witness the latest developments in the field of agriculture and dairy farming. so that they could mutually benefitted from each others expertise. He said that at a time when whole world of reeling under the impact of economic meltdown India and China can enhance mutual cooperation to reduce the impact on both the nations. He said that till now Chinal was offering cooperation in the fields of power generation, Industrialisation, sciecne and technology which could be further extended to the fields of agriculture and dairy farming. He informed that at present 160 Indian Companies were operating in China successfully in different fields. Zoom Developers to come up with three-star club hotel in Patiala
Zoom Developers plans to come up with a three-star club-hotel which will be part of a upcoming small township 'Green Palms' near Mohindra College, Sheesh Mahal Road, Patiala. The company recently opened a new restaurant-cum-banqueting facility by the name of Jashan in the township.
Jung Bahadur Singh Bawa, General Manager Hotels, Zoom Motel Management (P) Limited says, “The hotel will be called Zoom Inn and will consist of 21 rooms, a coffee shop, a specialty restaurant, a card room, a billiards room, a swimming pool and tennis and squash courts apart from banqueting facilities.
