I think they made the right decision to do that. With the glass on the concrete. Otherwise it may look bland.

I've worked security at construction sites, and once when one of the owners showed up, I handed him the sign in sheet that all workers and visitors had to sign (after hours and on weekends) along with everybody else. I think he appreciated that- it meant I was doing my job, and not letting lookie-loos wander around.

On another site, the real estate agent was showing potential buyers around and I walked over and talked to them. She appreciated that I came over to check them out, making sure they weren't intruders. I also got praise for kicking a guy who claimed to be a potential buyer off the site when he showed up at 7 pm one night demanding to be allowed to wander around taking a look at things. No, just NO. Not without an escort and a signed waiver, and certainly not in those khaki shorts and loafers! He thought it was cool to bicker and argue with me, and later the developers praised me for giving him the boot, saying "That's what we pay the guards for, and if he's going to be that kind of pain to someone just doing their job, he can get his condo elsewhere, we don't want him! People like that tend to cause trouble."

On such larger construction sites, danger is everywhere.
Even with all safety devices and -means installed like fences etc.

Stupid guys to walk onto a site with street shoes...
Even giving a bad example to the construction workers who do their utmost to work safe.

Who let those suits in without safety shoes...?

For those of you who have never worked in NYC construction, most safety regulations go out the window when the cameras/supers leave for the day.

I've seen people wearing sneakers for a site visit being turned back which is totally reasonable and obviously safetly regulations are important on these huge constructions, but in the middle of a scheduled tour with a PR photo op, no reasonalble construction manager will get all agro and 'kick them off the yard'.
Guess what Obama was wearing when he signed the topping out beam if One Wtc....
I think construction workers understand the difference between working all day, around heavy machinery and taking the hoist with some photographers to an already poured and clean floor and posing for the picture. I'm sure Nouvel didn't jump in and helped hoisting the next 20 ton rebar segment into place after this pic was taken!
