When the Eiffel tower was made, people loathed it. Now, its the most recognizable icon in the nation. I do believe that even if the Hudson towers seems out of place, it will eventually grow its way into the fabric of the city.

Yes. That site is EXTREMELY valuable, as very few sites in NY have air rights for a building so large (excluding all of the sites around the Hudson Yards). That being said, this tower will be more expensive to construct than Related's towers, since Related has massive tax credits. Therefore, 15 Penn might not rise for 5 to 10 years.

All of NYC should be planning future projects this way. Elevated above the land so that if the ocean levels rise, they will still be above the water line. It's also time to think about floating sections...but could you ever have a floating supertall?
