Now there is serious possibility that U/C can be stop.

If illegal lobby find then BUSAN city would order dismiss U/C right now.

What will happen when lobby scandal become truth
1. BUSAN city order to stop U/C and prohibited residence or apartment in L CITY
2. U/C stop
3. BUSAN city re arrange approve content about L CITY
4. If developer bankruptcy then HUG(korea house guarantee institute) will refund contract money&middle contract money to citizens(buyer people)
5. POSCO selected new developer and resume L city.

Let's see data
L CITY TOTAL 214 deal about right own ticket(2015/10~2016/6)
Average 23.77 deal per month
But now plunged july only 12 deal success since scandal outbreak
and august 6 deal
sept 3 deal
october 2 deal
Market really sensitive react about this issue.

In short
Nobody sure whether U/C stop or keep going
So Let's keep on iron it.

I'd hate for construction of this project to stop, but I'd have to agree with inno about the possibility that it could.

The CEO of this project is currently under arrest(in jail) for various criminal charges. This includes the lobbying allegations that inno described. What he didn't mention is that this lobbying was done through illegal sales of lots in the complex to select individuals before sales went public. Illegal sales of lots to select individuals have already been established. He received bribes that range from $50,000 to $100,000 for each sale. The current controversy is whether the CEO used these illegal sales for lobbying purposes.

This is going to be great for Haeundae's skyline.

But...

Are there any plans to improve transit to the area? I visited last October and the traffic around Heaundae was absolutely terrible. The metro station was good but inexplicably it appears that Haeundae Railway Station has been closed down. Why did this occur? No more trains up the coast to Ulsan? Such a shame - that was a nice little rail trip.

The traffic around Nampo was also really bad. Busan really needs to step up its public transport game.

A link to Kojects about the train to Ulsan: Donghae Line Opens in Busan, Next Phase to Ulsan to be Completed in 2018

I'm still a bit confused as to the different "Haeundae" stations--"old" Haeundae Station, "new" Haeundae Station, and Sinhaeundae Station. The old Haeundae station was a Korail station for intercity trains on the Donghae Nambu Line, and has now (from what I understand) been replaced by Sinhaeundae Station on the revamped commuter service. Admittedly, it is quite far away from the new Haeundae Station on Busan's Metro Line 2, but it seems like it'd not necessarily be a big deal to build a short spur to connect the terminal of Line 2 onto the Donghae Nambu Line. As it is, there's definitely a gap in transit service, but that's a bigger deal if you're coming from Ulsan, Gyeongsangnam-do, or the east coast (thus, east of the city) than if you're coming from Seoul or the rest of the country (thus, west of Haeundae)--which, obviously, most people will. Coming from anywhere along Korea's east coast, it's inconvenient, but meh. You could always take that new Donghae Nambu commuter service to the Bexco station on that line and then hop on Line 2 at that train's Bexco station.

Not ideal but not terrible. What Busan really ought to do is turn this fabulous area into a more pedestrian-friendly place; shear density seems to permit little space for car travel anyway. Happily, they seem to be starting that process by turning Gunam-ro (right in front of Line 2's Haeundae Station) into a pedestrian mall, though I don't know how that project is progressing.
