15-Story Building to Rise From Boise Hole

Boise Mayor Dave Bieter borrowed a quote from President Ronald Reagan this morning while referring to downtown's newest construction project.

"Tear down that wall," said Bieter, pointing to the billboards that have lined the corner of Eighth and Main streets. "And build this building."

Bieter was all smiles along with officials from the Gardner Company, owners of the site, and Zions Bank, which will move its Idaho headquarters into a new 15-story building at Eighth and Main.

Better known as "The Hole," the location hasn't seen any business since a fire destroyed the Eastman building in 1987. What followed were decades of endless promises of new construction, lawsuits and eventual bankruptcy. In July, the Gardner Company, which developed The Portico in Meridian, acquired the site from Capps Holdings, which had purchased the property in a foreclosure auction.

The new Eighth and Main building will include two stories of retail, three levels of parking (180 stalls) and the remaining floors for offices, including Zions' headquarters. The building's top floor will include a so-called "Founders Room" available to the public for meetings and receptions.

Bieter also announced that the city would defer impact fees to the developers until the first tenant has moved in. Bieter said the same incentive would be available over the next six months for "any new commercial project" that brings in a new development.

Construction for the LEED-certified building is expected to begin within six months.

Too bad Boise Tower wasn't being built as well as this tower. It's a good thing for Boise regardless! I wish it were 30 stories but 20 is better than 15!

TREASURE VALLEY — A Brookings Institution report named Boise as one of the top 20 metropolitan areas for strong economic recovery in the 4th quarter of 2011.

Treasure Valley’s unemployment rate dropped from 9.4 to 7.9 percent last quarter, and the number of jobs increased by 500, Idaho Department of Labor spokesman Bob Fick said.

But it’s what’s behind the numbers that counts — the local job force recently lost 5,000 people, he said.

“The fact is that overall there’s fewer people who care. There’s only 300,000 that care instead of 305,000,” Fick said. “What happened to those 5,000? That’s the real question. Did they get so discouraged that they dropped out? Did they all die? Did they all move to Wyoming or North Dakota?”

Boise’s slow economic recovery mirrors what most of the nation is going through, according to the Brookings MetroMonitor report, released in March.

“We’re technically not in a recession, it just feels like it because the recovery has been so slow,” Boise Metro Chamber of Commerce spokesman Adam Bartelmay said.

But things are starting to turning around, Fick said, and in 12 of the last 14 months, Idaho saw year-over-year job growth.

And, although the unemployment rate is still about four points above pre-recession rates, we’ve stopped loosing jobs and are stabilizing, said John Brunelle, Boise Director of Economic Development.

The Nampa Development Corporation has chosen Gardner Company as the master developer of the library and pivot block project in downtown Nampa.

Gardner Company has offices in Salt Lake City and Boise and has completed several major mixed-use projects locally, including the Saltzer St. Luke’s Medical Plaza near the Treasure Valley Marketplace in Nampa and The Portico at Meridian retail, medical and restaurant campus located at Eagle Rd. and Franklin Rd. Gardner is currently working on the 8th and Main project in downtown Boise.

Pictured below are the Ventana St. Luke's Saltzer Medical Plaza in Nampa and The Gateway mixed-use project in Salt Lake City.



The vote of approval yesterday now moves NDC into negotiations with Gardner Company in the coming months.

The project will include development of a new public library, parking structure and additional mixed-used private development to spur economic growth.

The pivot block is where the old public safety building, old fire administration building and Central Services are located, and is bordered by 12th Avenue South, 11th Avenue South, 2nd Street South and 3rd Street South. It is considered a “pivot block” because a large volume of traffic pivots around it.

The only building currently occupied on the block is Central Services, which will move into a new building by City Hall in a few months. Once the block is vacant, NDC will provide environmental remediation on the property and demolition of existing structures on the pivot block. The pivot block re-development will be NDC’s second large-scale development project, the first being the new Hugh Nichols Public Safety Building.

The design for the Zions Bank Tower is a more conventional style, but interesting. It's very reminiscent of the new facade of their HQ tower in SLC. In any event, it's about time something fills in that empty lot.

I post a lot of photo updates over at SSP and there are a few other Boise photographers who also post updates there. I always forget about this site because the participation here is almost non existent. I will have to remember to also post my updates here.

Sawtooth, did I miss the info somewhere? What is the red & white crane building?

Also, maybe it's just me, but it seems like the crane building Zions Bank isn't tall enough to build 20 floors. Maybe just barely 18 floors.
