12 floors is not much, but this project deserves attention I think.

It will be finished at the end of 2008. Total area of the building is 17 000 m2. All windows will be leaning by 53 degrees. Facade will be cladded with black polished granite.

It's 12 floors in all sources which I saw. For example from www.vetruna.lt

Well, I didn't get information about 12 floors out of nowhere. Official website of builder www.vetruna.lt says it'll be 12 floors, I gave link above. I guess they should know what they are building.

Use lithuanian dictionary if you want.

It's rather jail than office. Deppressive up to maximum level. Interesting though - but not nice.

Not much time left till we see how many floors it actually has. The only version why they gave number 12, is that maybe for some reason they counted one underground floor. But why only one then? In some sources it was written that it'll have two underground floors, in other - three underground floors.
