It's not that bad!
I did a project on Luanda, Angola last year and I was surprised at its skyline!
I give it a 7.5/10! Considering it is a country in Africa were there aren't much skylines out there!

Old, dull looking buildings and poor height/highrise density. It may be in Africa, but I've seen better African skylines.

Even though it's in Africa, it was a city built during the European Colonial times.

i wouldn't say 5 million is small. Luanda has had it's growth stunted by 30 years of war but now that it's over the city has been building like crazy for 5 years now.
