This thread is only referring to free-standing structures, not skyscrapers with observation decks.

Usually, when I hear about observation towers, I assume it's only about free-standing structures, and not skyscrapers that have observation decks in them.

Glasgow Tower
The Glasgow Tower is a free-standing tower built in 2001 and forms part of the Glasgow Science Centre. At 127 metres high, the tower is currently the tallest floored building, and tallest free-standing structure overall in Scotland. It also holds a Guinness World Record for being the tallest tower in the world capable of rotating 360 degrees from its base to its top.

Germany has a lot, see on http://de.wikipedia.org/wiki/Liste_v...htst%C3%BCrmen . Most of them are small and have no elevator, but some of them you can enter at any time without paying a fee!
However, we have also many tall observation towers with elevator and tower restaurant.
