I get the feeling that the diamond on top could be a pendulum (counter weight) But obviously not.

Hopefully the view of top of the diamond is something like this:

Not the towers... the skybridge is higher...

Petronas Towers skybridge is at ~170m, that skybridge look to be around 200m.
