In a previous post i was telling someone else that the core may be topped out but the building as a whole is not... they still need to finish those outer columns all the way up to the top of the core then they will add that glass diamond crown at the top

Capped!

117-story Tianjin 117 Tower which was capped Tuesday morning in Tianjin. With the main structure reaching 596.5 meters, it has become the second-tallest building in the world, only next to Burj Khalifa in Dubai, United Arab Emirates. Construction on the tower, which has a floor area of 847,000 sq m, was launched seven years ago. A ceremony was held on Sept 08 to mark this milestone.

Photos from the event are available on ECNS / China Daily website. I am unable to link because I am a new member with less than 10 posts!

I was simply quoting from the news article on China Daily. I wondered why it says 'second-tallest'...

Any chance that the final height may surpass Ping An, Clock Tower and Shanghai Tower after the crown is added?

It's the fifth tallest building on the world after Burj Khalifa (828m, Dubai), Shanghai Tower (632m, Shanghai), Mecca Royal Clock Tower Hotel (601m, Mecca) and Pingan International Finance Center (599m, Shenzhen).

I am really concerned for Tianjin, with so many newly built towers and most of them are sitting empty. On the other hand, Shanghai Tower will be fully occupied in about 2 years.

I don't think empty buildings 51km further east have much of an impact on this development...

Here they say the pumped the concrete 621 meters high or they mean the height of the building? is the topping out ceremony.

You are wrong though. Look at that finished crown image. It doesn't match the render. The cladding on the sides is a different design.
