Perhaps we could define the meaning of the word "ROOF" as opposed to the meaning of the word "TOP" in terms of tall buildings.

With some piramid shapd towers like th Burj Khalifa it's hard to get where the roof is exactly, I'd say the Burj doesn't have a roof and goes straight to the spire top.

The top floor is not the roof. That doesn't work too.

The roof of Tianjin Goldin is at 597m, the last floor is several meters lower.

I would define the highest floor as the highest place that is designed for occupation, which would exclude mechanical floors/empty floors that people only visit for maintenance, but would include rooftop observation decks.
Based on the SSP diagrams, it isn't clear whether ST or GF 117 will have the highest floor, it will depend on where in the 'diamond' the highest floor actually is.
Also, based on what I have seen in the Mecca Clock Tower thread with the crescent possibly containing some small rooms, it is possible that the Clock Tower might actually have the highest floor after the Burj Khalifa.
