They wouldn't build a building on this scale in this location unless they had big plans for this area. Perhaps because it's less developed than the city center is exactly why it's located here.

You have to stop thinking in terms of single stand alone buildings and more in terms of whole areas, completely intergrated aka, schools, hospitals, public buildings, Wal Marts, KFCs with Tianjin 117 as its centerpiece.

Western urban thinking (or 'mentality') may find it difficult to comprehend the urban process that has been taking place in China over the past 30 years. Take a look at Shanghai's Pudong. Back in the early 90's they started building highrises pretty much in the middle of nowhere (or outskirts of the city). Look at it today. Or look at Shenzhen.

No, the idea is to jack up the value of the real estate surrounding it so the city can cash in...

...and yet, they evoke those same "western" paradigms whenever they come out with these development schemes, do they not?
There's nothing singular about the transformation in China: many other cities experienced this same rapid growth (and the problems that followed).
What's unique, in China's case, is that it involves a greater amount of people.

It hasn't changed the model, but it's changed the types of problems they face.
