Depends if it's all the same people, but the range is 6 (barely seen in the first picture) or 13 people.

I'll point them out in the first picture since it's hard to see. 4 to the left of the core and 2 to the right working on columns.

And the last picture has two to the right.

The rest are clearly visible.

Dubai Pearl teams with Singapore's realty firm

Roadshows to be held across Asia to promote project among high networth individuals

* Staff Report
* Published: 00:00 March 8, 2010

Dubai : Pearl Dubai FZ LLC, developers of the 20-million square foot Dubai Pearl integrated destination overlooking the Palm Jumeirah, yesterday announced a tie-up with Singapore Sotheby's International Realty to leverage its luxury real estate network of offices across Asia for promoting the upscale development to high net-worth individuals.

Dubai Pearl will commence a roadshow across key Asian hubs in collaboration with Singapore Sotheby's International Realty. The roadshow will aim to raise visibility for Dubai Pearl across the Sotheby's International Realty network that spans 35 countries.

Santhosh Joseph, CEO and President of Pearl Dubai, said: "This strategic alliance will significantly benefit both partners. While Sotheby's International Realty is renowned as an exclusive entity with access to high-profile clientele, Dubai Pearl promises to be an attractive destination that will appeal to this exclusive set of potential customers."

Dubai realty woes exaggerated
Developer of recently revived Dubai Pearl says troubles of 2009 will soon be forgotten

Reuters
Published: 00:00 March 20, 2010

Dubai Pearl, which will combine an active business district with a quality urban lifestyle, will host a Baccarat Hotel and Residences.Image Credit: Gulf News archiveCannes: Dubai's "build and they will come" model is in a state of flux, as the emirate is on the path from an emerging economy to a global business hub, one of its key developers said.

Santhosh Joseph, president of Dubai Pearl FZ LLC, the developer of the recently revived $4 billion (Dh14.68 billion) Pearl project, said Dubai's property sector weakness had been exaggerated by those who had little or no first-hand insight into the market.

First to return

"My firm belief is that the same people who are talking down Dubai will be among the first people to come back," he said in an interview on the sidelines of the MIPIM real estate trade fair at Cannes.

"I believe that by 2012, the troubles of 2009 will be forgotten. It is a young city, and like a young human being, it must suffer growing pains," he said.

In less than 60 years, Dubai has evolved from barren desert into one of the world's most-developed urban landscapes, studded with one mega-project after another, including vast skyscrapers and man-made islands visible from outer space.

Joseph's team restarted construction of the 20-million square feet Dubai Pearl project earlier this month, reflecting confidence in Dubai's post-crisis market.

The Pearl developer, which is backed by a consortium of investors led by Abu Dhabi's Al Fahim Group, has tweaked old designs to create a more environmentally-sensitive project, which it said marked a "new era" in the evolution of Dubai.

I really like the architecture of Dubai Pearl - and it received a very positive review by 2daydubai:

"With sky palaces and sky villas and Parisian styled apartment buildings - an iconic main architectural building – on an artfully landscaped spectacular seaside site – within minutes of Dubai’s two best golf courses and the Dubai - Abu Dhabi highway - this is an exceptional upmarket project - and its residential units will no doubt command an exceptional price tag when released.

The Dubai Pearl Masterplan – with a fully integrated work-live-play village accommodating 20000 residents and workers – will be very attractive to the more affluent TECOM proprietors and professionals working within the village or next door in Dubai Media City, Dubai Knowledge Village, and Dubai Internet City – who will probably become Dubai Pearl’s main group of property owners and renters.

The Dubai Pearl project - an important Dubai architectural statement in itself - is a worthy gateway to the Palm Jumeirah – and the only design reservation – the fact that the entire project will be based on a traffic island – may well be of minimal significance once within itself the village itself – and even less so once inside ones’ sky palace located 73 stories high on the upper podium supported by the four towers – with a sky garden view on one side and sweeping coastal and ocean views on the other!"

but is there still a market for ultra luxury apartments in in Dubai? - with so much new stock due to be released it will add to the imbalance in Dubai between luxury and medium cost housing - a point noted by 2daydubai in their Dubai Property Sector section in the following terms:

"Dubai’s imbalance of luxury to affordable property:
"There are three main reasons for Dubai’s market collapse – that mirrored similar declines in the USA and UK markets – both of which the Dubai economy has become increasingly interdependent with - as its drive to diversify its economy has succeeded beyond its wildest dreams and it is now permanently integrated into the international marketplace:

The Bubble
: a speculator paper market for property contracts – arose from the overnight opening up of this Dubai property market, not just to local expatriates, but the entire world of international property investors – and too many purchasers were chasing too little supply of launched or completed units – a classic case of excessive demand chasing insufficient supply:

Imbalance of units: The market was from day one unbalanced with too many luxury units and not enough mid and lower price affordable units – so the market for expensive luxury units dried up overnight in the last quarter of 2008 and the disproportionate size of this sub sector [see graph below] had an immediate and devastating effect on the market:

Over supply: Once caution set in with the international buyers – that happened to coincide in point of time with the launch or completion of too many new projects at once – the classic case of too little demand chasing too much supply arose":
http://www.2daydubai.com/pages/dubai...rty-sector.php

For this reason I would be very careful about investing in Dubai Pearl - not because of any lack of merit in the project itself - to the contrary its an exceptional and exciting design - but simply because of the wider market sector conditions - and would at least wait until the current surplus of luxury apartment stock has been cleared from the Dubai property market - before considering investment.
