The previous tower cranes have been removed to install new cranes with higher capacity.

Different story. Some users like me made speculations that they would install new cranes on the Pentominium, we never heard it from someone who is involved with the project.
Now, on the other hand, we hear it from someone who seems to be (claimed to be) involved with the Dubai Pearl project, which makes his words more than speculation

Actually in case of Pentominium, we DID heard from someone related to the project that the crane was being removed, NOT replaced.

.... though, I am wondering why they left the smaller temporary one there still.

Oh well. A basic knowledge of construction and cranes would suggest that you don't stop a half-built project to take some cranes down and then wait around for some new ones to turn up.

Perhaps a simpler explanation seems more plausible given the rate of progress over recent years. There is no money to complete the project at the moment!

The problem here is that the complex is WAY too big! Maybe a solution is to complete it but at a significant height reduction. This whole thing was a mess from the beginning, they demolished the previous complex (which was U/C) to build this excessive development

Maybe towers that rise 1 floor or something in months, should have the title on hold, but stay in U/C section. Projects that are real on hold get put in pro section

No, technically even a "one man construction site" should be considered U/C. However, it would be fair to say these projects belong in the proposed section because it is uncertain if they will ever be completed.

As for Pearl this is insignificant, there is absolutely no progress anyway. This leaves no logical option other than moving it to proposed supertalls.
