A more plausible explanation is that Armenia, Kazakhstan, Uzbekistan, etc, never replaced signs after the collapse of the Soviet Union. What you see are signs from at least the 1980's, but probably older.

Newer signs, for example in Turkmenistan, show non-Cyrillic signs.

Wrong. There are lots of local languages that maybe do not enjoy as much status as an "official language", but appear on road signs: German in parts of Poland, Sorbian and Frisian in Germany, Breton in France, and so on.

In French people eat their hat too. I've never heard anyone eating one's shoes.

Concerning Britanny and Breton, these are only some local decisions, for local signs. National road signs do not have regional languages on them.

in HR we have village Bugarska (means Bulgaria in Croatian), Bosna (means Bosnia in Croatian), Rim (means Rome in Croatian). according to their placements, I would say that there live none of Bulgarians nor Italians (maybe some lost Bosniac might live in Bosna)
