In a new development near Lewes, Delaware, the speed limits are 21. I have no idea why.

I saw something on TV a couple years ago telling about some place that had a 17-MPH speed limit, what I gathered from their reasoning was that it was just a town council voting to give a big "**** you" to motorists. But it's been a few years, maybe they had a better excuse than that after all...

21 makes me think it has something to do with Blackjack, but the area has no connection to gaming. Don't remember what the development was called, wasn't anything significant.

Perhaps the tunnel is a little scary, so you have to be "as brave as a lion" to enter it? Someone from Kosovo might know better.

I think that flashing-ban is ridiculous , because it also reduces speed and isn't that main goal of existence of radars and cameras - to reduce speed. Or maybe they want some more money...

You'll be happy to know i'm from Kosovo, that spot looks like in Rugove region in Peje(Pec) near the border with Montenegro but the fact is that Kosovo removed all the old yugo yellow signs and replaced with new modernised signs. I am in doubt this is in Kosovo.

Here in Greece, we may have problems to finish our modern road infrastructure, but we were centuries ahead in building motorways!!!

(And no need to comment that a motorway exit is signed on a brown - tourist destination - sign and that there is no 'interchange E39', but 'exit 39').
