I also think it's a forklift truck, as Yilku1 suggests, but some weird ancient car version. A little further down the road there is this sign.

In the opening sequence of the 1995 movie 'Golden Eye', James Bond (Pierce Brosnan) jumps off the Verzasca Dam close to the city of Locarno in Switzerland.

Not quite sure whether it was allowed or not for Pierce Brosnan to take a picnic during the resting pause.
