Yes I agree with your assessment about the design. But indeed, it is a luxury complex, and Daelim (the company which has the Acro and e-Convenient World brands) is one of the best regarding designs (with Raemian and The H in my opinion).

Asf or Eunma, it's a different situation. I don't know the details but the Acro Seoul Forest was not stalled for authorization problems, but mostly because the company didn't think it had a good market to start the project for the past couple of years.

Eunma is very different. Its reconstruction plans have not been approved by the city. As you know, according to the Seoul Masterplan, residential projects are subject to different floor-count restrictions based on their geography and whether the reconstruction is purely residential or mixed-use. Eunma is actually looking at what's happening in Jamsil (Lot 5) and Apgujeong Hyundai. Jamsil is on paper allowed to build up to 50, but providing they meet some Mixed-use criteria, which explains the back and forth in proposals. On paper, Apgujeong and Eunma are limited to 35 floors but petitioning to be treated like Jamsil (or even Yeouido). So right now some proposals have been submitted to the city which will approve them or not (of course, if it's rejected they can always try to come up with a different plan or pressure the city government to relax its city-wide rules). So it's messy, and proposals go back and forth. But even if these projects (like any other residential projects) are approved by the city, the owner association (remember these reconstruction projects are led by a majority of the owners of the apartments) need to find a builder, negociate construction price, design, delays, number of units built... so it would still not happen immediately and some projects approved by the city don't always come to fruition because of lack of owner consensus. Right now, Eunma and Apgujeong are all-in, trying to reverse the government's policy. Jamsil Lot 5 (for which the policy is more favorable because it would allow for 50-floor buildings providing they meet mix-use and public-related criteria set by the city) is negociating with the city to find a plan that works both ways. Most of Apgujeong (which has the highest price per square meter) is not budging and has given up on this administration and will probably wait for a new one they hope will undo the current administration's masterplan. Banpo/Jamwon, on the other hand, has mostly ceded to the government's demand and there are more advanced projects across the neighborhood that fall under the 35-floor limit. Yeouido can build even higher, but the restrictions at Yeouido have been relaxed only a year ago (or so), and they are just starting up with their projects (so nothing will probably start getting built before 2019 or 2020). As for Yongsan/Icheon, it's also a wait-and-see, not only because of the city's position, but I think there are more unknowns regarding what will happen overall with the Yongsan Station redevelopment, Yongsan IBD, Yongsan Park and GTX/Shinbundang, so the land value there is more difficult to assess. Seongsu is also moving forward, but the projects involve small houses and businesses and not residential commieblocks, so the dynamics there are different.

So... it's complicated (as it's always been actually). There is some lack of pragmatism I think, because the city's restrictions are too strict, uniformed and are not flexible enough, giving priority to floor restrictions based on an entire district, rather than evaluate a given project's architectural and environmental properties within its direct environment. On the other hand, owners are greedy too... building new floors is just a way to sell more units and raise the value of their property, and are not concerned with much else. It's a game of chicken. The city also has some political motivations, as the areas concerned are rich conservatives areas, and alienating these owners as greedy serves to bolster support for its progressive supporters in other districts who antagonize the wealthy.

But let's end on a positive note. Political strategy or not, urban backwardness or not, corporate and owner greed or not, Korea (and Seoul) is probably one of the only developed country that recycles and improves its housing stock (and also office, commercial, public, infrastructural) on a wide scale.

The new design is good. but the earlier curvy one would have been such a iconic building.
