Cost: 102 million dollars

The Telecommunications Complex includes a 160m tower, a theatre, a museum and 3 small office buildings, plus a public square with fountains and an amphiteatre.
This is currently the tallest building in Uruguay (although it's supposed to be surpassed by 180m tall World Trade Center IV in 2009).
It's the headquarters of Uruguay's government-owned telecommunications company Antel.

This complex is the only part of the 1995 Phoenix Project that was actually made. The original project included several residential highscrapers in the area, but the 1999 Brazilian crisis and the 2001 Argentine crisis put a halt to those plans.
