7 Things That Will Now Happen in Kendall Square

The Cambridge City Council voted 7-1 Monday night to O.K. zoning changes that will allow M.I.T. to expand over 26 acres in and around Kendall Square.

The changes will be myriad:

· There will be a 300-foot residential building at One Broadway.

· Maximum heights around Main Street and the Kendal T stop can now go as high as 250 feet; by the Charles, heights can go to 150 or 200, depending on location.

· There will be at least 240,000 square feet of new residential space, including micro-apartments of fewer than 500 square feet.

· Ten percent of the approximately 980,000 square feet of new commercial space will be innovation space, with shorter-term leases for start-ups and such.

· The city expects around $20,000,000 in cash payouts from the zoning change; and $10,000,000 in annual tax revenue.

· The lot at 35 Cherry Street will be redeveloped into something for community use.

· There will be as much as 800,000 square feet of new academic space, especially along Main and Carleton streets.

Some of these changes are predicated on other changes happening first. For instance, the amount of commercial development can't crest 600K square feet until the residential development starts. But M.I.T. is now expected to move fast, with planning for One Broadway to get under way post-haste.

Sullivan Courthouse Developer May Add Additional Building

Thursday's big news was that the re-developer of the old Sullivan Courthouse in East Cambridge had agreed to add apartments to a plan that was previously all commercial and retail.

The primary plan pitched by re-developer Leggat McCall on Wednesday night at a meeting of the East Cambridge Planning Team (a vociferous opponent of the original all-commercial plan) called for 460,000 square feet of office space; 15,000 square feet of retail; and 25,000 square feet of residential space that would be comprised of at least 24 one- and two-bedrooms (the firm, according to Marc Levy at Cambridge Day, sees micro-apartments as "uncharted territory"). That's the primary plan.

But! Leggat McCall has offered a Plan B, too. Per Levy: The firm is "also exploring a proposal that cuts the height of the 22-story tower—as so many in the neighborhood want and said again Wednesday—by adding a building across 2nd Street. The approach would ultimately mean three buildings reaching as high as 50, 160 and 216 feet, losing 700 parking spaces from the current 1,100-car parking garage and requiring additional zoning."

Construction on the property will unfold gradually. Developer Millennium Partners will start by rebuilding the original Filene’s store into a retail and office building for Arnold and other tenants. Months later, it will proceed with construction of a 50-plus story tower containing apartments, condominiums and additional stores.

Arnold and its sister agency, Havas Media, will occupy about 125,000 square feet in the restored Filene’s store, which sits at the corner of Washington and Summer Streets, at the center of Downtown Crossing.

“We were drawn to the history of innovation of the Burnham Building and Millennium’s forward-looking plan for the modern workplace that inspires collaboration,” Arnold’s president, Pam Hamlin, said. “We’re also excited to move to a neighborhood that is catering specifically to collaborative and creative companies like Arnold Worldwide. Our new building was a modern architectural first for commerce when it was constructed and we’re all eager to get there and create our own firsts.”

The broader redevelopment project is expected to bring hundreds of new residents as well as new shopping and dining options to an area that has just begun to shrug off a reputation as a *second-rate retail destination.

399 Congress Back In Action As Rentals

Then the Great Recession intervened, and developer Madison Properties, which had bought the sausage parcel from NStar in 2006, decided the economy (and maybe the parcel's shape) didn't support a hotel. They returned to the city with plans for an apartment complex. The city said no.

Well, the city appears to have warmed to a fresh pitch by Madison for residential on the parcel. The developer now plans a $200 million, 22-story complex with 414 apartments called the Residences at 399 Congress Street. Innovation units, all the rage in Southie, will be a big part of the re-pitched plan. Per The Herald's Donna Goodison: "Apartments on the fourth to 20th floors would be weighted toward smaller units. A second- and third-floor 'innovation extended stay and collaboration center' calls for 60 compact innovation apartment units and shared gathering, work and conference areas, and business amenities."

And why the city's change of heart? Madison has agreed to up the share of affordable housing at 399 Congress in the form of those innovation units (Innovation District and all that, you see).

One Canal On Deck For Approval Decision

One Canal, the would-be 12-story, 320-unit apartment complex in the Bulfinch Triangle, has been long delayed because it had no supermarket in its plans. See, the city and the state have predicated the necessary O.K.'s for developer Trinity Financial on bringing said supermarket to the borderlands of the West End, the North End and Beacon Hill (Trinity acquired the development site in 2010). Then, in January, the news dropped that two towers would sprout at the old Boston Garden site nearby and one of those towers would contain... wait for it... a supermarket.

Once that news was out there, the speculation soon began that One Canal's path was clear. A supermarket is a supermarket is a supermarket. Well! The city's Zoning Board of Appeal is on Tuesday scheduled to remove the supermarket provision from the requirements for One Canal. Whether that means Trinity will, in fact, move forward with the complex (and we will update our Residential Heatmap) remains to be seen.
