Mega-Waterfront Development Aquarium Place Surfaces

Time was the twin-tiered project known as Aquarium Place seemed like a real possibility on the Boston waterfront: a set of towers, one as high as 625 feet, with 750,000 square feet of office space as well as luxury apartments, a five-star hotel and retail; the towers would replace the Boston Harbor Garage and be exclamation points on Boston's building renaissance. The only thing standing in the way of Aquarium Place was Mayor Menino; and that, of course, was more than enough to finally quash it in early 2012 (too big for the Greenway's edge, Hizzoner declared), even after developer Don Chiofaro slashed its scale by nearly 25 percent.

The project may yet get built. That's because Menino is, of course, abdicating at the end of the year, and several of his successors have pledged a second look at Chiofaro's Aquarium Place. Indeed, the mayoral hopefuls have pledged a more transparent development-review process in general, one that might see the mayor-mandated power of the hegemonic Boston Redevelopment Authority diluted significantly in favor of more transparent land-use reviews.

City Approves 399 Congress St.

The chosen include:

· The Residences at 399 Congress Street, a 22-story tower with 414 apartments. It will range from one- to three-bedrooms, with 63 affordable apartments and 60 so-called innovation units.

· The 320-unit Point at Brookline Avenue and Boylston Street. It will range from one- to three-bedrooms.

· The 184-unit University Place Residences at 140-150 Mt. Vernon Street in Columbia Point. It will include 24 affordable units.

· The 196-unit Boston East at 102-148 Border Street. It will be one- and two-bedrooms.

· Jackson Square's 75 Armory Avenue, with 39 affordable units. Most will be two- and three-bedrooms.

· Fifty units for Parcel 9 in Roxbury. The project also includes a 145-room hotel and 12,600 square feet of ground-floor retail and community space.

Wowza! When last we checked in on 40 Trinity Place back in the fall, the would-be John Hancock neighbor slated to supplant the Boston Common Hotel and Conference Center, it had 220 hotel rooms and 142 condos, plus plush retail, including restaurants.

Now, new plans filed with the city peg the number of condos at 115, with the number of four-star hotel rooms rising seven notches to 227 (the retail and restaurants are still there). Meanwhile, reacting to resident concerns over the effect the 33-story, 400-foot tower might have on wind, the design was tweaked to make 40 Trinity what they call "wind-neutral." Perhaps the most stunning tweak, though—actually, never mind: the most stunning tweak, bar none—is the two-story lobby starting on the 18th floor. It will have a restaurant, a lounge and deck, all presumably with views of the little people dealing with the wind.

It's Go Time for Developers as Menino Exits Office

The pitches include a 60-story office tower and residences in Government Center, a pair of towers next to the Christian Science Plaza, and large-scale apartment and hotel projects in Roxbury, East Boston, the Fenway, and the Back Bay.
The stronger economy (and its cheaper money) is part of it. But the biggest part is fear of the unknown: Mayor Menino and his Boston Redevelopment Authority have been so amenable to development over the least several years. Now he is leaving and it's likely headed for an overhaul; developers don't know what to expect from a new regime. Though, we suspect they have little to worry about from Menino's successor, whoever that may be.

City OKs West Fenway tower

The Boston Redevelopment Authority has approved a 22-story tower for the West Fenway that will bring more than 300 residential units retail space to the neighborhood.

The authority last week approved the $185 million proposal that will build a 302,292-square-foot tower at the corner of Boylston Street and Brookline Avenue. The building, known as The Point, will replace the one-story building on the triangular parcel.

The building’s 320 units will be a mix of one-, two-, and three-bedroom units, and include 48 affordable units. The building will also house 45,000 square feet of retail space.

The development will also bring wider sidewalks, street furnishings, landscaping, and lighting to the area, according to the authority.

Since 2000, the Fenway has seen 1,600 units added to the neighborhood and more than 850 units are currently permitted or under construction.

This project is expected to create 350 to 400 construction jobs and 200 permanent jobs.

1350 Boylston Going Apartment, Not Condo Nor Office

That's been common enough knowledge since this time last year. What was up in the air were the details, especially given—you guessed it—community opposition to the original development idea of an office tower. "I'd rather have a Burger King for another 10 years than the wrong kind of development," the head of the Fenway Civic Association told The Herald back then.

The developer, Skanska USA, has apparently listened. The tower, pending city O.K.'s, will be 196,500 square feet and 18 stories, with 240 apartments, some of them lofts with private terraces, and 105 parking spaces. There will also be ground-floor retail, including at least one restaurant, and the tower will be designed so as to taper off to four floors to form a large opening between Boylston and Peterborough streets.

Big Boston Development Caves to Concerns Over Height

HYM Investment, the same entity behind Waterside Place in the Seaport, introduced plans in the spring to replace much of the nine-story Government Center Garage with a six-building complex of 771 apartments and condos; a 204-bed hotel; 1,100 parking spaces; and 1.3 million square feet of office space (the number of residences has grown and the numbers of hotel rooms and office square feet have since shrunk). Well! Those plans proved a little too ambitious for local residents and their representatives.

In response now to concerns over the scope of the project, HYM has slashed the heights of two of its towers. Per Casey Ross in The Globe, the office tower will go from 600 feet to 528 feet and the hotel-condo building will drop from 275 feet to 157 feet. The concession should move the project forward faster, with the developer hoping to start construction on a 480-foot residential tower next year.

Damn. Boston has to have some of the most ridiculous NIMBYs in the US. None of those towers were ever tall enough to warrant a complaint from anyone even remotely reasonable.

Emerson Pussies out On Highrise Dorm After Shadow NIMBY Assault

Now the college has scrapped those plans. The reason? Locals complained to the Boston Redevelopment Authority about the shadows the dorm would cast over the Common. The BRA, remarking that shadows are "something people care and worry about," told Emerson no. Instead, the authority suggested a 171-foot tower. Problem with that, however, is that it doesn't make economic sense for the owners of 4-6 Boylston.

So that's out. Instead, per The Herald's Jordan Graham, Emerson shall construct a 171-foot dorm at 1-3 Boylston Place, a property it already owns (and one currently housing Sweetwater Tavern and the Estate nightclub).
